12	12	1 AN ACT concerning finance.
13	13	2 Be it enacted by the People of the State of Illinois,
14	14	3 represented in the General Assembly:
15	15	4 Section 5. The Illinois Finance Authority Act is amended
16	16	5 by adding Section 825-120 as follows:
17	17	6 (20 ILCS 3501/825-120 new)
18	18	7 Sec. 825-120. Squad Car Revolving Loan Program.
19	19	8 (a) The Illinois Finance Authority and the Illinois Law
20	20	9 Enforcement Training and Standards Board may jointly
21	21	10 administer a squad car revolving loan program. The program
22	22	11 shall, in instances where sufficient loan funds exist to
23	23	12 permit applications to be accepted, provide zero-interest
24	24	13 loans for the purchase of squad cars by local Illinois law
25	25	14 enforcement agencies. The Authority shall make loans based on
26	26	15 need, as determined by the Illinois Law Enforcement Training
27	27	16 and Standards Board.
28	28	17 (b) The loan funds shall be paid, subject to
29	29	18 appropriation, out of the Squad Car Revolving Loan Fund, a
30	30	19 special fund in the State Treasury. The Squad Car Revolving
31	31	20 Loan Fund shall consist of any moneys transferred or
32	32	21 appropriated into the Squad Car Revolving Loan Fund and all
33	33	22 repayments of loans made under the squad car revolving loan
34	34	23 program. The Squad Car Revolving Loan Fund shall be used for

71	71	1 loans to local Illinois law enforcement agencies to purchase
72	72	2 squad cars and for no other purpose. All interest earned on
73	73	3 moneys in the Fund shall be deposited into the Fund.
74	74	4 (c) No local Illinois law enforcement agency may receive a
75	75	5 loan under this Section that exceeds $250,000. No local
76	76	6 Illinois law enforcement agency is eligible for a second or
77	77	7 subsequent loan under this Section until that local Illinois
78	78	8 law enforcement agency has repaid at least 50% of the amount
79	79	9 borrowed under the terms of each of the previous loans awarded
80	80	10 to the local Illinois law enforcement agency under this
81	81	11 Section. The repayment period for the loan may not exceed 5
82	82	12 years. The local Illinois law enforcement agency shall repay
83	83	13 each year at least 20% of the principal amount borrowed or the
84	84	14 remaining balance of the loan, whichever is less. All
85	85	15 repayments of loans under this Section shall be deposited into
86	86	16 the Squad Car Revolving Loan Fund.
87	87	17 (d) The Authority, in consultation with the Illinois Law
88	88	18 Enforcement Training and Standards Board, may adopt rules to
89	89	19 administer this Section.
90	90	20 (e) As used in this Section:
91	91	21 "Local Illinois law enforcement agency" means an agency of
92	92	22 any municipality or county that is vested by law or ordinance
93	93	23 with the duty to maintain public order and to enforce criminal
94	94	24 laws or ordinances.
95	95	25 Section 10. The State Finance Act is amended by adding
