Kifowit SYNOPSIS AS INTRODUCED: 305 ILCS 5/5-5.06b305 ILCS 5/5-5.06f new Amends the Medical Assistance Article of the Illinois Public Aid Code. In a provision concerning dental services for children and adults under the medical assistance program, lists the codes for certain dental procedures that shall be reimbursed at specified amounts. Provides that on and after January 1, 2026, the Department of Healthcare and Family Services, in cooperation with the Department of Veterans' Affairs, shall establish and administer a 5-year pilot program to help improve dental care access for veterans. Provides that under the pilot program, veterans with income at or below 300% of the federal poverty guidelines established by the U.S. Department of Health and Human Services shall be eligible for comprehensive dental care coverage at local community dentists who agree to discount their fees and provide needed dental care to eligible veterans. Provides that the Department may require veterans to meet other eligibility requirements as established by rule. Effective immediately. 1212 1 AN ACT concerning public aid.
1313 2 Be it enacted by the People of the State of Illinois,
1414 3 represented in the General Assembly:
1515 4 Section 5. The Illinois Public Aid Code is amended by
1616 5 changing Section 5-5.06b and by adding Section 5-5.06f as
1717 6 follows:
1818 7 (305 ILCS 5/5-5.06b)
1919 8 Sec. 5-5.06b. Dental services. On and after July 1, 2021,
2020 9 dental services provided to adults and children under the
2121 10 medical assistance program may be established and paid at no
2222 11 less than the rates published by the Department and effective
2323 12 January 1, 2020 for all local health departments as the fee
2424 13 schedule for children and adult recipients but shall include

7575 5 Sec. 5-5.06f. Veteran dental care; pilot program. On or
7676 6 after January 1, 2026, the Department of Healthcare and Family
7777 7 Services, in cooperation with the Department of Veterans'
7878 8 Affairs, shall establish and administer a 5-year pilot program
7979 9 to help improve dental care access for veterans. Under the
8080 10 pilot program, veterans with income at or below 300% of the
8181 11 federal poverty guidelines established by the U.S. Department
8282 12 of Health and Human Services shall be eligible for
8383 13 comprehensive dental care coverage at local community dentists
8484 14 who agree to discount their fees and provide needed dental
8585 15 care to eligible veterans. The Department may require veterans
8686 16 to meet other eligibility requirements as established by rule.
8787 17 As used in this Section, "veteran" means an Illinois resident
8888 18 who has served or is currently serving as a member of the
8989 19 United States Armed Forces, a member of the Illinois National
9090 20 Guard, or a member of a Reserve Component of the United States
9191 21 Armed Forces.
