The State Finance Act is amended by changing 5 Section 5i as follows: 6 (30 ILCS 105/5i) 7 Sec. 5i. Transfer reports Transfers. 8 (a) Each year, the Governor's Office of Management and 9 Budget shall, at the time set forth for the submission of the 10 State budget under Section 50-5 of the State Budget Law, 11 provide to the Chairperson and the Minority Spokesperson of 12 each of the appropriations committees of the House of 13 Representatives and the Senate a report of (i) all full fiscal 14 year transfers from State general funds to any other special 15 fund of the State in the previous fiscal year and during the 16 current fiscal year to date, and (ii) all projected full 17 fiscal year transfers from State general funds to those funds 18 for the remainder of the current fiscal year and the next 19 fiscal year, based on estimates prepared by the Governor's 20 Office of Management and Budget. The report shall include a detailed summary of 23 estimates upon which projected line-item transfers are based. 24 (c) The General Assembly shall consider the reports 25 described in this Section report in the appropriations 26 process.
