Provides that, beginning in 2026, the Governor's Office of Management and Budget shall, at the time set forth for the submission of the State budget under the State Budget Law, provide to the Chairperson and the Minority Spokesperson of each of the appropriations committees of the House of Representatives and the Senate, as well as to the Commission on Government Forecasting and Accountability, a report of (i) all full fiscal year transfers made among line-item appropriations under a specified provision of the Act in the previous fiscal year and during the current fiscal year to date, and (ii) all projected full fiscal year transfers to be made among line-item appropriations under that provision for the remainder of the current fiscal year and the next fiscal year, based on estimates prepared by the Governor's Office of Management and Budget. Provides that the report shall include a detailed summary of estimates upon which projected line-item transfers are based. Effective immediately. 11	11	1 AN ACT concerning finance.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The State Finance Act is amended by changing
15	15	5 Section 5i as follows:

17	17	7 Sec. 5i. Transfer reports Transfers.
18	18	8 (a) Each year, the Governor's Office of Management and
19	19	9 Budget shall, at the time set forth for the submission of the
20	20	10 State budget under Section 50-5 of the State Budget Law,
21	21	11 provide to the Chairperson and the Minority Spokesperson of
22	22	12 each of the appropriations committees of the House of
23	23	13 Representatives and the Senate a report of (i) all full fiscal
24	24	14 year transfers from State general funds to any other special
25	25	15 fund of the State in the previous fiscal year and during the
26	26	16 current fiscal year to date, and (ii) all projected full
27	27	17 fiscal year transfers from State general funds to those funds
28	28	18 for the remainder of the current fiscal year and the next
29	29	19 fiscal year, based on estimates prepared by the Governor's
30	30	20 Office of Management and Budget. The report shall include a
31	31	21 detailed summary of the estimates upon which the projected
32	32	22 transfers are based. The report shall also indicate, for each

68	68	1 (1) whether or not there is statutory authority for
69	69	2 the transfer;
70	70	3 (2) if there is statutory authority for the transfer,
71	71	4 whether that statutory authority exists for the next
72	72	5 fiscal year; and
73	73	6 (3) whether there is debt service associated with the
74	74	7 transfer.
75	75	8 (b) Beginning in 2026, the Governor's Office of Management
76	76	9 and Budget shall, at the time set forth for the submission of
77	77	10 the State budget under Section 50-5 of the State Budget Law,
78	78	11 provide to the Chairperson and the Minority Spokesperson of
79	79	12 each of the appropriations committees of the House of
80	80	13 Representatives and the Senate, as well as to the Commission
81	81	14 on Government Forecasting and Accountability, a report of (i)
82	82	15 all full fiscal year transfers made among line-item
83	83	16 appropriations under Section 13.2 in the previous fiscal year
84	84	17 and during the current fiscal year to date, and (ii) all
85	85	18 projected full fiscal year transfers to be made among
86	86	19 line-item appropriations under Section 13.2 for the remainder
87	87	20 of the current fiscal year and the next fiscal year, based on
88	88	21 estimates prepared by the Governor's Office of Management and
89	89	22 Budget. The report shall include a detailed summary of
90	90	23 estimates upon which projected line-item transfers are based.
91	91	24 (c) The General Assembly shall consider the reports
92	92	25 described in this Section report in the appropriations
93	93	26 process.
