11 104TH GENERAL ASSEMBLY State of Illinois 2025 and 2026 HB1886 Introduced , by Rep. Curtis J. Tarver, II SYNOPSIS AS INTRODUCED: 30 ILCS 105/5i Amends the State Finance Act. Provides that, beginning in 2026, the Governor's Office of Management and Budget shall, at the time set forth for the submission of the State budget under the State Budget Law, provide to the Chairperson and the Minority Spokesperson of each of the appropriations committees of the House of Representatives and the Senate, as well as to the Commission on Government Forecasting and Accountability, a report of (i) all full fiscal year transfers made among line-item appropriations under a specified provision of the Act in the previous fiscal year and during the current fiscal year to date, and (ii) all projected full fiscal year transfers to be made among line-item appropriations under that provision for the remainder of the current fiscal year and the next fiscal year, based on estimates prepared by the Governor's Office of Management and Budget. Provides that the report shall include a detailed summary of estimates upon which projected line-item transfers are based. Effective immediately. 1111 1 AN ACT concerning finance.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The State Finance Act is amended by changing
1515 5 Section 5i as follows:

1717 7 Sec. 5i. Transfer reports Transfers.
1818 8 (a) Each year, the Governor's Office of Management and
1919 9 Budget shall, at the time set forth for the submission of the
2020 10 State budget under Section 50-5 of the State Budget Law,
2121 11 provide to the Chairperson and the Minority Spokesperson of
2222 12 each of the appropriations committees of the House of
2323 13 Representatives and the Senate a report of (i) all full fiscal
2424 14 year transfers from State general funds to any other special
2525 15 fund of the State in the previous fiscal year and during the
2626 16 current fiscal year to date, and (ii) all projected full
2727 17 fiscal year transfers from State general funds to those funds
2828 18 for the remainder of the current fiscal year and the next
2929 19 fiscal year, based on estimates prepared by the Governor's
3030 20 Office of Management and Budget. The report shall include a
3131 21 detailed summary of the estimates upon which the projected
3232 22 transfers are based. The report shall also indicate, for each

6868 1 (1) whether or not there is statutory authority for

7575 8 (b) Beginning in 2026, the Governor's Office of Management
7676 9 and Budget shall, at the time set forth for the submission of
7777 10 the State budget under Section 50-5 of the State Budget Law,
7878 11 provide to the Chairperson and the Minority Spokesperson of
7979 12 each of the appropriations committees of the House of
8080 13 Representatives and the Senate, as well as to the Commission
8181 14 on Government Forecasting and Accountability, a report of (i)
8282 15 all full fiscal year transfers made among line-item
8383 16 appropriations under Section 13.2 in the previous fiscal year
8484 17 and during the current fiscal year to date, and (ii) all
8585 18 projected full fiscal year transfers to be made among
8686 19 line-item appropriations under Section 13.2 for the remainder
8787 20 of the current fiscal year and the next fiscal year, based on
8888 21 estimates prepared by the Governor's Office of Management and
8989 22 Budget. The report shall include a detailed summary of
9090 23 estimates upon which projected line-item transfers are based.
9191 24 (c) The General Assembly shall consider the reports
9292 25 described in this Section report in the appropriations
9393 26 process.
