1313 1 AN ACT concerning regulation.
1414 2 Be it enacted by the People of the State of Illinois,
1515 3 represented in the General Assembly:
1616 4 Section 5. The Department of Insurance Law of the Civil
1717 5 Administrative Code of Illinois is amended by changing Section
1818 6 1405-25 as follows:
1919 7 (20 ILCS 1405/1405-25)
2020 8 Sec. 1405-25. Uninsured Ombudsman Program.
2121 9 (a) The Department of Insurance shall establish and
2222 10 operate an Ombudsman Program for uninsured individuals to
2323 11 provide assistance and education to those individuals
2424 12 regarding health insurance benefits options and rights under
2525 13 State and federal law. The program may include, but is not
2626 14 limited to, counseling for uninsured individuals in the
2727 15 discovery, evaluation, and comparison of options for obtaining
2828 16 health insurance coverage.
2929 17 (b) The Department may recruit and train volunteers to
3030 18 assist in the Ombudsman Program. The volunteers may provide
3131 19 one-on-one counseling on health insurance availability matters
3232 20 and provide education to uninsured individuals through public
3333 21 forums.
3434 22 (c) The Department may issue reasonable rules necessary to
3535 23 implement this Section.

7474 1 (d) The Department shall conduct a study to better
7575 2 understand the gaps in health insurance coverage for uninsured
7676 3 residents in Illinois. The study shall look at reasons why an
7777 4 individual is uninsured, such as a part-time or full-time
7878 5 working status, the inability to afford coverage, and the
7979 6 inability to qualify for coverage under the medical assistance
8080 7 program established under Article V of the Illinois Public Aid
8181 8 Code. The study shall additionally look at those residents in
8282 9 Illinois who are insured and whether they are covered through
8383 10 an employer-sponsored plan or through the Illinois health
8484 11 insurance marketplace. The Department shall submit a report of
8585 12 the findings, as well as the Department's recommendations to
8686 13 reduce the number of uninsured residents in Illinois, to the
8787 14 General Assembly no later than 12 months after the effective
8888 15 date of this amendatory Act of the 104th General Assembly.

9090 17 Section 10. The University of Illinois Hospital Act is
9191 18 amended by adding Section 3.5 as follows:

9393 20 Sec. 3.5. University of Illinois Hospital workforce;
9494 21 health insurance required. Notwithstanding any other provision
9595 22 of law, the University of Illinois Hospital shall provide
9696 23 health insurance coverage to all of its workforce.
