13	13	1 AN ACT concerning regulation.
14	14	2 Be it enacted by the People of the State of Illinois,
15	15	3 represented in the General Assembly:
16	16	4 Section 5. The Department of Insurance Law of the Civil
17	17	5 Administrative Code of Illinois is amended by changing Section
18	18	6 1405-25 as follows:
19	19	7 (20 ILCS 1405/1405-25)
20	20	8 Sec. 1405-25. Uninsured Ombudsman Program.
21	21	9 (a) The Department of Insurance shall establish and
22	22	10 operate an Ombudsman Program for uninsured individuals to
23	23	11 provide assistance and education to those individuals
24	24	12 regarding health insurance benefits options and rights under
25	25	13 State and federal law. The program may include, but is not
26	26	14 limited to, counseling for uninsured individuals in the
27	27	15 discovery, evaluation, and comparison of options for obtaining
28	28	16 health insurance coverage.
29	29	17 (b) The Department may recruit and train volunteers to
30	30	18 assist in the Ombudsman Program. The volunteers may provide
31	31	19 one-on-one counseling on health insurance availability matters
32	32	20 and provide education to uninsured individuals through public
33	33	21 forums.
34	34	22 (c) The Department may issue reasonable rules necessary to
35	35	23 implement this Section.

74	74	1 (d) The Department shall conduct a study to better
75	75	2 understand the gaps in health insurance coverage for uninsured
76	76	3 residents in Illinois. The study shall look at reasons why an
77	77	4 individual is uninsured, such as a part-time or full-time
78	78	5 working status, the inability to afford coverage, and the
79	79	6 inability to qualify for coverage under the medical assistance
80	80	7 program established under Article V of the Illinois Public Aid
81	81	8 Code. The study shall additionally look at those residents in
82	82	9 Illinois who are insured and whether they are covered through
83	83	10 an employer-sponsored plan or through the Illinois health
84	84	11 insurance marketplace. The Department shall submit a report of
85	85	12 the findings, as well as the Department's recommendations to
86	86	13 reduce the number of uninsured residents in Illinois, to the
87	87	14 General Assembly no later than 12 months after the effective
88	88	15 date of this amendatory Act of the 104th General Assembly.

90	90	17 Section 10. The University of Illinois Hospital Act is
91	91	18 amended by adding Section 3.5 as follows:
92	92	19 (110 ILCS 330/3.5 new)
93	93	20 Sec. 3.5. University of Illinois Hospital workforce;
94	94	21 health insurance required. Notwithstanding any other provision
95	95	22 of law, the University of Illinois Hospital shall provide
96	96	23 health insurance coverage to all of its workforce.
