21 | 21 | | 9 (a) The Department of Insurance shall establish and |

22 | 22 | | 10 operate an Ombudsman Program for uninsured individuals to |
---|
23 | 23 | | 11 provide assistance and education to those individuals |
---|
24 | 24 | | 12 regarding health insurance benefits options and rights under |
---|
25 | 25 | | 13 State and federal law. The program may include, but is not |
---|
26 | 26 | | 14 limited to, counseling for uninsured individuals in the |
---|
27 | 27 | | 15 discovery, evaluation, and comparison of options for obtaining |
---|
28 | 28 | | 16 health insurance coverage. |

29 | 29 | | 17 (b) The Department may recruit and train volunteers to |
---|
30 | 30 | | 18 assist in the Ombudsman Program. The volunteers may provide |
---|
31 | 31 | | 19 one-on-one counseling on health insurance availability matters |
---|
32 | 32 | | 20 and provide education to uninsured individuals through public |
---|
33 | 33 | | 21 forums. |

83 | 83 | | 10 an employer-sponsored plan or through the Illinois health |

84 | 84 | | 11 insurance marketplace. The Department shall submit a report of |

85 | 85 | | 12 the findings, as well as the Department's recommendations to |
---|
86 | 86 | | 13 reduce the number of uninsured residents in Illinois, to the |
---|
87 | 87 | | 14 General Assembly no later than 12 months after the effective |
---|
88 | 88 | | 15 date of this amendatory Act of the 104th General Assembly. |
