11 104TH GENERAL ASSEMBLY State of Illinois 2025 and 2026 HB1936 Introduced , by Rep. Maurice A. West, II SYNOPSIS AS INTRODUCED: 10 ILCS 5/1A-70 new30 ILCS 105/5.1030 new Amends the Election Code. Provides that the Elections Special Projects Fund is created as a special fund in the State treasury. Provides that any federal grant reimbursements paid to the State Board of Elections shall be deposited into the Fund. Provides that moneys in the Fund shall be used for purposes consistent with specified provisions of the Illinois Constitution. Provides that, beginning June 30, 2026, and the last day of each fiscal year thereafter, the State Comptroller shall direct and the State Treasurer shall transfer any moneys in excess of $1,000,000 from the Elections Special Projects Fund to the General Revenue Fund. 1212 1 AN ACT concerning elections.
1313 2 Be it enacted by the People of the State of Illinois,
1414 3 represented in the General Assembly:
1515 4 Section 5. The Election Code is amended by adding Section
1616 5 1A-70 as follows:
1717 6 (10 ILCS 5/1A-70 new)
1818 7 Sec. 1A-70. Elections Special Projects Fund. The Elections
1919 8 Special Projects Fund is created as a special fund in the State
2020 9 treasury. Except as provided in Sections 1A-20 and 1A-50, any
2121 10 federal grant reimbursements paid to the State Board of
2222 11 Elections shall be deposited into the Fund. Moneys in the Fund
2323 12 shall be used for purposes consistent with Section 5 of
2424 13 Article III of the Illinois Constitution. Beginning June 30,
2525 14 2026, and the last day of each fiscal year thereafter, the
2626 15 State Comptroller shall direct and the State Treasurer shall
2727 16 transfer any moneys in excess of $1,000,000 from the Elections
2828 17 Special Projects Fund to the General Revenue Fund.
