313 1 AN ACT concerning education.
414 2 Be it enacted by the People of the State of Illinois,
515 3 represented in the General Assembly:
616 4 Section 1. This Act may be referred to as the Expanding
717 5 Medical Residency Opportunities in Illinois Law.
818 6 Section 3. Findings. The General Assembly finds that:
919 7 (1) there is a significant shortage of physicians in
1020 8 rural and underserved areas throughout the State; and
1121 9 (2) supporting the development of a greater supply of
1222 10 physicians to serve in rural and underserved areas in the
1323 11 State by expanding residency training opportunities is of
1424 12 great importance, and the establishment of a program to
1525 13 achieve this purpose is a desirable, necessary, and
1626 14 economical method of increasing the number of physicians
1727 15 to provide needed medical services to the people of this
1828 16 State.
1929 17 Section 5. The Comprehensive Healthcare Workforce Planning

3272 1 to develop a health workforce that meets the State's health

3878 7 training and development priorities for the State;
3979 8 (2) discuss and make recommendations regarding the use
4080 9 of health care education and training funds appropriated
41-10 by the General Assembly;
42-11 (3) develop standards and guidelines for residency and
43-12 health professions education and training programs;
44-13 (4) review outcomes data from funded programs, as
45-14 provided to the Council by the Department, to reprioritize
46-15 and reassess the graduate medical education and health
47-16 professions education and training needs of communities;
48-17 (5) explore options for developing a broad graduate
49-18 medical education and health professions education and
50-19 training funding strategy;
51-20 (6) advocate for additional funds and additional
52-21 sources of funds to stimulate expansion of graduate
53-22 medical education and health professions education and
54-23 training in the State;
55-24 (7) provide technical assistance and support for
56-25 establishing new graduate medical education and health
57-26 professions education and training programs in the State;
81+10 by the General Assembly for programs administered under
82+11 Section 9.44 of the Board of Higher Education Act;

83-16 to, entities that are not licensed hospitals or federally
84-17 qualified health centers; and
85-18 (3) startup funding for entities that wish to
86-19 establish a residency program.
87-20 (b) The Council shall establish an application process for

106-4 (c) An entity receiving funding under the program shall
107-5 provide any information requested by the Council that the
108-6 Council determines is necessary to administer this Section.
109-7 (d) Funds shall be awarded to those institutions that best
110-8 demonstrate the ability to provide quality training and to
111-9 retain residents in specific areas of the State where there is
112-10 a recognized unmet priority need for physicians.
113-11 (e) The Medical Residency Fund is created as a special
114-12 fund in the State treasury. The Council shall deposit into the
115-13 Fund moneys appropriated or received as gifts. All moneys in
116-14 the Fund shall be used by the Council, subject to
117-15 appropriation, to expand graduate medical residency
118-16 opportunities in the State and maximize the delivery of
119-17 medical care and physician services to specific areas of the
120-18 State where there is a recognized unmet priority need for
121-19 medical care and physician services pursuant to this Section.
122-20 Section 10. The State Finance Act is amended by adding
123-21 Section 5.1030 as follows:
