11	11	1 AN ACT concerning local government.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 1. Short title. This Act may be cited as the Local
15	15	5 Government Business Anti-Poaching Act.
16	16	6 Section 5. Definition. As used in this Act, "incentive"
17	17	7 means any economic benefit, financial benefit, or other
18	18	8 benefit, such as those authorized under the Economic
19	19	9 Development for a Growing Economy Tax Credit Act, the Property
20	20	10 Tax Code, the Counties Code, the Illinois Municipal Code
21	21	11 (including the Tax Increment Allocation Redevelopment Act), or
22	22	12 any other provision of law authorizing abatements, credits, or
23	23	13 tax or fee reductions.
24	24	14 Section 10. Illinois business poaching prohibited.
25	25	15 Notwithstanding any other provision of law, no municipality or
26	26	16 county shall offer after the effective date of this Act any
27	27	17 incentive to a business or corporation to move its
28	28	18 headquarters located in Illinois, or any part of its business
29	29	19 located in Illinois, away from the current location.
