311 1 AN ACT concerning transportation.
412 2 Be it enacted by the People of the State of Illinois,
513 3 represented in the General Assembly:
614 4 Section 5. The Illinois Vehicle Code is amended by adding
715 5 Section 3-699.26 as follows:

1119 9 (a) In addition to any other special license plate, the
1220 10 Secretary of State, upon receipt of all applicable fees and
1321 11 applications made in the form prescribed by the Secretary, may
1422 12 issue special registration plates registered as Armed Forces
15-13 Expeditionary license plates to residents of Illinois who have
16-14 been awarded the Armed Forces Expeditionary Medal for service
17-15 in the United States Armed Forces after July 1, 1958 and
18-16 participated in U.S. military operations, U.S. operations in
19-17 direct support of the United Nations, or U.S. operations of
20-18 assistance for friendly foreign nations. The special plates
21-19 issued pursuant to this Section shall be affixed only to
22-20 passenger vehicles of the first division, motorcycles, and
23-21 motor vehicles of the second division weighing not more than
24-22 8,000 pounds. Plates issued under this Section shall expire
25-23 according to the staggered multi-year procedure established by
23+13 Expeditionary license plates to residents of Illinois who
24+14 served in the United States Armed Forces after July 1, 1958 and
25+15 participated in U.S. military operations, U.S. operations in
26+16 direct support of the United Nations, or U.S. operations of
27+17 assistance for friendly foreign nations. The special plates
28+18 issued pursuant to this Section shall be affixed only to

34-1 Section 3-414.1 of this Code.
35-2 (b) The design, color, and format of the plates shall be
36-3 wholly within the discretion of the Secretary. The Secretary
37-4 may allow the plates to be issued as vanity plates or
38-5 personalized plates in accordance with Section 3-405.1 of this
39-6 Code. The plates are not required to designate "Land of
40-7 Lincoln", as prescribed in subsection (b) of Section 3-412 of
41-8 this Code. The Secretary shall, in his or her discretion,
42-9 approve and prescribe stickers or decals as provided under
43-10 Section 3-412.
44-11 Section 99. Effective date. This Act takes effect July 1,
45-12 2026.
