Provides that, upon the request of the Agency, the seller shall furnish the notice, or written copies, and associated sales documentation to the Agency within 60 days of such request. Provides that, beginning January 1, 2027, a person that sells firefighting personal protective equipment to any person, local government, or State agency shall not manufacture, knowingly sell, offer for sale, distribute for sale, or distribute for use in the State any firefighting personal protective equipment containing intentionally added PFAS chemicals. 3	12		1 AN ACT concerning safety.
4	13		2 Be it enacted by the People of the State of Illinois,
5	14		3 represented in the General Assembly:
6	15		4 Section 5. The PFAS Reduction Act is amended by changing
7	16		5 Section 5 and by adding Section 20 as follows:

9	18		7 Sec. 5. Definitions. In this Act, unless the context
10	19		8 otherwise requires:
11	20		9 "Agency" means the Illinois Environmental Protection
12	21		10 Agency.
13	22		11 "Class B firefighting foam" means foam designed to
14	23		12 extinguish flammable liquid fires or prevent the ignition of
15	24		13 flammable liquids.
16	25		14 "Fire department" means the duly authorized fire
17	26		15 protection organization of a unit of local government, a
18	27		16 Regional Fire Protection Agency, a fire protection district,
19	28		17 or a volunteer fire department.
20	29		18 "Firefighting personal protective equipment" or
21	30		19 "firefighting PPE" means any clothing designed, intended, or
22	31		20 marketed to be worn by firefighting personnel in the
23	32		21 performance of their duties, designed with the intent for the
24	33		22 use in fire and rescue activities, including jackets, pants,
25	34		23 shoes, gloves, helmets, and respiratory equipment.

34	71		1 "Local government" means a unit of local government or
35	72		2 other special purpose district that provides firefighting
36	73		3 services.
37	74		4 "Manufacturer" means a person that manufactures Class B
38	75		5 firefighting foam and any agents of that person, including an
39	76		6 importer, distributor, authorized servicer, factory branch, or
40	77		7 distributor branch.
41	78		8 "Perfluoroalkyl substance or polyfluoroalkyl substance" or
42	79		9 "PFAS" means a class of fluorinated organic chemicals
43	80		10 containing at least one fully fluorinated carbon atom.
44	81		11 "Person" means any individual, partnership, association,
45	82		12 public or private corporation, limited liability company, or
46	83		13 any other type of legal or commercial entity, including, but
47	84		14 not limited to, members, managers, partners, directors, or
48	85		15 officers.
49	86		16 "Testing" means calibration testing, conformance testing,
50	87		17 and fixed system testing.
