311 1 AN ACT concerning State government.
412 2 Be it enacted by the People of the State of Illinois,
513 3 represented in the General Assembly:
614 4 Section 1. Short title. This Act may be cited as the
715 5 Commission on Youth Sports Act.
816 6 Section 5. Commission on Youth Sports; purpose; duties.
917 7 (a) The Commission on Youth Sports is created.
10-8 (b) The purpose of the Commission is to gather and
11-9 evaluate community feedback and make recommendations to the
12-10 Governor, the General Assembly, and the Department of Human
13-11 Services concerning the following:
18+8 (b) The purpose of the Commission is to research, study,
19+9 and make recommendations to the Governor, the General
20+10 Assembly, and the Department of Human Services concerning the
21+11 following:
1422 12 (1) the creation of equitable, safe, and sustainable
1523 13 access for youth across this State to participate in
1624 14 sports that meet their skills and match their interests;
1725 15 (2) the expansion and integration of positive youth
1826 16 development in youth sports; and
1927 17 (3) the promotion, development, expansion, hosting,
2028 18 and fostering of youth sports, youth sports programs, and
2129 19 youth sporting events and tournaments throughout this
2230 20 State.
23-21 (c) The recommendations made by the Commission shall focus

3468 1 by the Commission to the Governor, the General Assembly, and

3670 3 be limited to, the following objectives:
3771 4 (1) to support workshops, trainings, and conferences
3872 5 that promote positive youth development through sport;
3973 6 (2) to connect public, private, local, and State
4074 7 entities to generate funding for youth sports programs and
4175 8 to facilitate the communication of information statewide
4276 9 about youth sports programs and events;
4377 10 (3) to promote the equitable participation of
4478 11 community youth sports programs;
4579 12 (4) to encourage the inclusion and participation of
4680 13 persons with disabilities in youth sports and youth sports
4781 14 programs; and
4882 15 (5) to encourage the inclusion and participation of
4983 16 persons from historically disadvantaged communities in
5084 17 youth sports and youth sports programs.
5185 18 Section 10. Membership.
5286 19 (a) The Commission shall include the following members:
53-20 (1) one or more member of the Senate appointed by the
54-21 President of the Senate, subject to the provisions of
55-22 subsection (b);
56-23 (2) one or more member of the Senate appointed by the
57-24 Minority Leader of the Senate, subject to the provisions
58-25 of subsection (b);
87+20 (1) one member of the Senate appointed by the
88+21 President of the Senate;
89+22 (2) one member of the Senate appointed by the Minority
90+23 Leader of the Senate;
91+24 (3) one member of the House of Representatives

81-13 nonprofit organization whose mission is to leverage
82-14 sport for youth development;
83-15 (B) 2 people with experience in the development of
84-16 policies or the funding or evaluation of programs that
85-17 elevate underserved youth;
86-18 (C) one person with experience in adaptive sports
87-19 programming;
88-20 (D) one person with experience coaching or
89-21 administering youth sports programs for one or more
90-22 school sports teams or sports club;
91-23 (E) one person who is a parent or caregiver of a
92-24 child who participates in sports programming;
93-25 (F) one person with experience training coaches in
94-26 positive youth development; and

103+1 (4) one member of the House of Representatives

108+6 (6) 14 members appointed by the Governor as follows:
109+7 (A) one person with experience running or coaching
110+8 a nonprofit organization whose mission is to leverage
111+9 sport for youth development;
112+10 (B) one person with experience running or coaching
113+11 a nonprofit organization whose mission is to leverage
114+12 sport for youth development;
115+13 (C) one person with experience in adaptive sports
116+14 programming;
117+15 (D) one person with experience coaching or
118+16 administering youth sports programs for one or more
119+17 school-sponsored sports teams or sports club;
120+18 (E) one person with experience coaching or
121+19 administering youth sports programs for one or more
122+20 sports or activities that are not officially
123+21 sanctioned at the high school level;
124+22 (F) one representative of a high school athletic
125+23 association in this State;
126+24 (G) one representative of an elementary school
127+25 athletic association in this State;
128+26 (H) one current or retired physical education

105-1 (G) one representative of a school athletic
106-2 association in this State or a physical education

108-4 (b) More than 4 members of the General Assembly may be
109-5 appointed to serve on the Commission if the number of members
110-6 appointed at any time, except in the case of a vacancy, equally
111-7 represent the majority and minority caucus of each chamber.
112-8 (c) The Governor shall select the chairperson of the
113-9 Commission from among the appointed members.
114-10 Section 15. Terms; meetings; support; expenses.
115-11 (a) Each member of the Commission shall be appointed for a
116-12 2-year term and until the member's successor is appointed. The
117-13 Governor may stagger the members' terms to ensure continuity
118-14 in the performance of the Commission's responsibilities.
119-15 (b) The Commission shall meet initially no later than 90
120-16 days after all of the members of the Commission listed in
121-17 subsection (a) of Section 10 are appointed, and at least
122-18 quarterly thereafter, at the times and places in this State
123-19 that the Commission designates.
124-20 (c) The Department of Human Services shall provide
125-21 administrative and other support to the Commission. The
126-22 Department may designate a third party to provide
127-23 administrative support in a paid or volunteer capacity. The
128-24 Department may delay the implementation of this subsection if
129-25 the Department is unable to find a third party to provide

139+1 teacher;
140+2 (I) one parent or caregiver of youth who
141+3 participate in a nonprofit sports program;
142+4 (J) one parent or caregiver of youth who
143+5 participate in school-sponsored sports;
144+6 (K) one person with experience training coaches in
145+7 positive youth development;
146+8 (L) one person with experience in implementing
147+9 youth sports programming in park districts;
148+10 (M) one person with experience in policies,
149+11 funding, and community engagement to elevate
150+12 underserved youth; and
151+13 (N) one person with experience in the evaluation
152+14 of youth activities or sports programming and/or
153+15 coaching and positive youth development.
154+16 (b) More than 4 members of the General Assembly may be
155+17 appointed to serve on the Commission as long as the number of
156+18 members appointed at any time, except during a vacancy,
157+19 represent equally each of the majority and minority caucuses
158+20 of each house.
159+21 (c) The Governor shall select the chairperson of the
160+22 Commission from among the members.
161+23 Section 15. Terms; meetings; support; expenses.
162+24 (a) Each member of the Commission shall be appointed for a

141-2 (d) Members of the Commission shall receive no
142-3 compensation for their participation, but, subject to
143-4 appropriation, may be reimbursed by the Department of Human
144-5 Services for expenses in connection with their participation,
145-6 including travel, subject to the rules of the appropriate
146-7 travel control board.
147-8 Section 20. Reporting. The Commission shall submit a
148-9 report of its findings, research, and recommendations to the
149-10 Governor, the General Assembly, and the Department of Human
150-11 Services on or before December 31, 2025, and each year
151-12 thereafter.
152-13 Section 90. Repeal. This Act is repealed on December 31,
153-14 2028.
154-15 Section 99. Effective date. This Act takes effect upon
155-16 becoming law.
