Provides that any rule adopted by the Department of Children and Family Services that adds an education or experience requirement to the eligibility criteria for a position does not apply to an employee who already holds that position at the time the requirement is added. Provides that an individual seeking employment at the same position level but at a different facility shall remain eligible for employment in a position equivalent to the individual's current employment position despite any potential changes to eligibility criteria. 1111 1 AN ACT concerning regulation.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The Child Care Act of 1969 is amended by adding
1515 5 Section 4.7 as follows:

1717 7 Sec. 4.7. Application of changes in eligibility criteria

1919 9 (a) A rule adopted by the Department that adds an

2121 11 criteria for a position does not apply to an employee who
2222 12 already holds that position at the time the requirement is
2323 13 added.
2424 14 (b) An individual seeking employment at the same position
2525 15 level but at a different facility shall remain eligible for
2626 16 employment in a position equivalent to the individual's
2727 17 current employment position despite any potential changes to
