11	11	1 AN ACT concerning regulation.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Child Care Act of 1969 is amended by adding
15	15	5 Section 4.7 as follows:

17	17	7 Sec. 4.7. Application of changes in eligibility criteria
18	18	8 for employees.
19	19	9 (a) A rule adopted by the Department that adds an
20	20	10 education or experience requirement to the eligibility
21	21	11 criteria for a position does not apply to an employee who
22	22	12 already holds that position at the time the requirement is
23	23	13 added.
24	24	14 (b) An individual seeking employment at the same position
25	25	15 level but at a different facility shall remain eligible for
26	26	16 employment in a position equivalent to the individual's
27	27	17 current employment position despite any potential changes to
28	28	18 eligibility criteria.
