11	11	1 AN ACT concerning regulation.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Public Utilities Act is amended by changing
15	15	5 Section 9-223 as follows:

17	17	7 Sec. 9-223. Fire protection charge.
18	18	8 (a) The Commission may authorize any public utility
19	19	9 engaged in the production, storage, transmission, sale,
20	20	10 delivery or furnishing of water to impose a fire protection
21	21	11 charge, in addition to any rate authorized by this Act,
22	22	12 sufficient to cover a reasonable portion of the cost of
23	23	13 providing the capacity, facilities and the water necessary to
24	24	14 meet the fire protection needs of any municipality or public
25	25	15 fire protection district. Such fire protection charge shall be
26	26	16 in the form of a fixed amount per bill and shall be shown
27	27	17 separately on the utility bill of each customer of the
28	28	18 municipality or fire protection district. Any filing by a
29	29	19 public utility to impose such a fire protection charge or to
30	30	20 modify a charge shall be made pursuant to Section 9-201 of this
31	31	21 Act. Any fire protection charge imposed shall reflect the
32	32	22 costs associated with providing fire protection service for
33	33	23 each municipality or fire protection district and shall be no
