11 104TH GENERAL ASSEMBLY State of Illinois 2025 and 2026 HB2583 Introduced , by Rep. Anthony DeLuca SYNOPSIS AS INTRODUCED: 20 ILCS 1305/10-80 new5 ILCS 100/5-45.65 new Amends the Department of Human Services Act. 1212 1 AN ACT concerning revenue.
1313 2 Be it enacted by the People of the State of Illinois,
1414 3 represented in the General Assembly:
1515 4 Section 5. The Department of Human Services Act is amended
1616 5 by adding Section 10-80 as follows:

1818 7 Sec. 10-80. Property tax relief pilot program.
1919 8 (a) Subject to the reallocation by the General Assembly of
2020 9 moneys appropriated for Illinois Welcoming Centers pursuant to
2121 10 Section 15 of Article 63 of Public Act 103-589 or the
2222 11 appropriation of moneys in the State Fiscal Year 2026 budget
2323 12 for the purposes of this Section, the Department shall
2424 13 establish a pilot program to pay one-time property tax rebates
2525 14 to qualified applicants who apply with the Department for a
2626 15 rebate under this Section. Only one rebate may be awarded for
2727 16 any single parcel of eligible homestead property. Applications
2828 17 shall be submitted to the Department in the form and manner
2929 18 required by the Department by rule. The amount of the rebate
3030 19 provided under this Section shall be determined by the
3131 20 Department; however, the aggregate amount of rebates awarded
3232 21 by the Department under this Section may not exceed the total
3333 22 amount reallocated by the General Assembly for that purpose.

7171 1 shall attempt to maximize the number of qualified applicants
7272 2 who receive rebates under this Section.
7373 3 The Department may adopt rules to implement and administer
7474 4 this Section.
7575 5 (b) As used in this Section:
7676 6 "Homestead property" has the meaning given to that term in
7777 7 Section 15-175 of the Property Tax Code.
7878 8 "Qualified applicant" means an individual who (i) is
7979 9 responsible for the payment of property taxes for the 2023 tax
8080 10 year, due in 2024, on homestead property located in Bloom,
8181 11 Calumet, Rich, Thornton, or Bremen Township in Cook County and
8282 12 (ii) is a member of a low-income or moderate-income household,
8383 13 as determined by the Department by rule.
8484 14 (c) This Section is repealed on January 1, 2027.
8585 15 Section 10. The Illinois Administrative Procedure Act is
8686 16 amended by adding Section 5-45.65 as follows:

8888 18 Sec. 5-45.65. Emergency rulemaking; property tax relief
8989 19 pilot program. To provide for the expeditious and timely
9090 20 implementation of this amendatory Act of the 104th General
9191 21 Assembly, emergency rules implementing the Section 10-80 of
9292 22 the Department of Human Services Act may be adopted in
9393 23 accordance with Section 5-45 by the Department of Human
9494 24 Services. The adoption of emergency rules authorized by
