141175 1 (5) Exercise other duties that may be assigned by the
142176 2 Director in order to fulfill the responsibilities and
143177 3 achieve the purposes of the Illinois State Police.
144178 4 (6) Establish and operate a forensic science
145179 5 laboratory system, including a forensic toxicological
146180 6 laboratory service, for the purpose of testing specimens
147181 7 submitted by coroners and other law enforcement officers
148182 8 in their efforts to determine whether alcohol, drugs, or
149183 9 poisonous or other toxic substances have been involved in
150184 10 deaths, accidents, or illness. Forensic laboratories shall
151185 11 be established in Springfield, Chicago, and elsewhere in
152186 12 the State as needed.
153187 13 (6.5) Establish administrative rules in order to set
154188 14 forth standardized requirements for the disclosure of
155189 15 toxicology results and other relevant documents related to
156190 16 a toxicological analysis. These administrative rules are
157191 17 to be adopted to produce uniform and sufficient
158192 18 information to allow a proper, well-informed determination
159193 19 of the admissibility of toxicology evidence and to ensure
160194 20 that this evidence is presented competently. These
161195 21 administrative rules are designed to provide a minimum
162196 22 standard for compliance of toxicology evidence and are not
163197 23 intended to limit the production and discovery of material
164198 24 information.
165199 25 (7) Subject to specific appropriations made for these

248282 1 (a-5) Successful completion of the Illinois State Police
249283 2 Academy satisfies the minimum standards pursuant to

261295 14 (c) Specialized training. The Division of the Academy and
262296 15 Training shall provide the following specialized training:
263297 16 (1) Crash reconstruction specialist; training. The
264298 17 Division of the Academy and Training shall cooperate with
265299 18 the Division of Forensic Services to provide specialized
266300 19 training in crash reconstruction for Illinois State Police
267301 20 officers. Only Illinois State Police officers who
268302 21 successfully complete the training may be assigned as
269303 22 crash reconstruction specialists. Training; cultural
270304 23 diversity. The Division of the Academy and Training shall
271305 24 provide training and continuing education to State police
272306 25 officers concerning cultural diversity, including
273307 26 sensitivity toward racial and ethnic differences. This

284318 1 training and continuing education shall include, but not
285319 2 be limited to, an emphasis on the fact that the primary
286320 3 purpose of enforcement of the Illinois Vehicle Code is
287321 4 safety and equal and uniform enforcement under the law.
288322 5 (2) Death Training; death and homicide investigations;
289323 6 training. The Division of the Academy and Training shall
290324 7 provide training in death and homicide investigation for
291325 8 Illinois State Police police officers. Only Illinois State
292326 9 Police police officers who successfully complete the
293327 10 training may be assigned as lead investigators in death
294328 11 and homicide investigations. Satisfactory completion of
295329 12 the training shall be evidenced by a certificate issued to
296330 13 the officer by the Division of the Academy and Training.
297331 14 The Director shall develop a process for waiver
298332 15 applications for officers whose prior training and
299333 16 experience as homicide investigators may qualify them for
300334 17 a waiver. The Director may issue a waiver, at his or her
301335 18 discretion, based solely on the prior training and
302336 19 experience of an officer as a homicide investigator.
303337 20 (A) The Division of the Academy and Training shall
304338 21 require all homicide investigator training to include
305339 22 instruction on victim-centered, trauma-informed
306340 23 investigation. This training must be implemented by
307341 24 July 1, 2023.
308342 25 (B) The Division of the Academy and Training shall

369403 14 Act, and the Methamphetamine Control and Community
370404 15 Protection Act shall be trained by programs that meet the
371405 16 certification requirements set by the Director or the
372406 17 Director's designee. Satisfactory completion of the
373407 18 training shall be evidenced by a certificate issued by the
374408 19 Division of the Academy and Training.
375409 20 (4) Training; post-traumatic stress disorder. The
376410 21 Division of the Academy and Training shall conduct or
377411 22 approve a training program in post-traumatic stress
378412 23 disorder for State police officers. The purpose of that
379413 24 training shall be to equip State police officers to
380414 25 identify the symptoms of post-traumatic stress disorder
381415 26 and to respond appropriately to individuals exhibiting

408442 17 the following:
409443 18 (i) recognizing the symptoms of trauma;
410444 19 (ii) understanding the role trauma has played
411445 20 in a victim's life;
412446 21 (iii) responding to the needs and concerns of
413447 22 a victim;
414448 23 (iv) delivering services in a compassionate,
415449 24 sensitive, and nonjudgmental manner;
416450 25 (v) interviewing techniques in accordance with

445479 18 requirements for these courses, including, but not
446480 19 limited to, the following:
447481 20 (i) evidence-based curriculum standards for
448482 21 report writing and immediate response to sexual
449483 22 assault and sexual abuse, including
450484 23 trauma-informed, victim-centered interview
451485 24 techniques, which have been demonstrated to
452486 25 minimize retraumatization, for all State police

480514 17 2012. This program shall be made available to all cadets
481515 18 and State police officers.
482516 19 (8) Safe2Help; training. The Division of the Academy
483517 20 and Training shall cooperate with the Division of Criminal
484518 21 Investigation to ensure all program personnel or call
485519 22 center staff, or both, are appropriately trained in the
486520 23 areas described in subsection (f) of Section 10 of the
487521 24 Student Confidential Reporting Act. Training; hate crimes.

520554 21 (1) At least once, the Division of the Academy and

552586 17 (2) At least every year, the Division of the Academy
553587 18 and Training shall provide the following in-service
554588 19 training to Illinois State Police officers:
555589 20 (A) Cultural diversity; training.
556590 21 (i) Training required under this subparagraph
557591 22 (A) shall provide training and continuing
558592 23 education to Illinois State Police officers
559593 24 concerning cultural diversity, including topics
560594 25 such as sensitivity toward racial and ethnic

739773 24 in understanding the actions of domestic violence

762796 11 was completed prior to an Illinois State Police cadet becoming
763797 12 an Illinois State Police officer:
764798 13 (1) Animal fighting awareness and humane response;
765799 14 training. Training required under this paragraph (1) shall
766800 15 include a training program in animal fighting awareness
767801 16 and humane response for Illinois State Police cadets. The
768802 17 purpose of that training shall be for Illinois State
769803 18 Police officers to identify animal fighting operations and
770804 19 respond appropriately. Training under this paragraph (1)
771805 20 shall include a humane response component that provides
772806 21 guidelines for appropriate law enforcement response to
773807 22 animal abuse, cruelty, and neglect, or similar condition,
774808 23 as well as training on canine behavior and nonlethal ways
775809 24 to subdue a canine.

13751409 16 Commission for a 2-year term. The members of the Commission
13761410 17 shall elect from their number such other officers as they may
13771411 18 determine. Members of the Commission shall serve without
13781412 19 compensation, but may be reimbursed for reasonable expenses
13791413 20 incurred in the performance of their duties from funds
13801414 21 appropriated for that purpose.
13811415 22 (d) Subcommittees. The Commission may form subcommittees

14071441 12 17025 accredited forensic laboratory systems, including, but
14081442 13 not limited to, the DuPage County Forensic Science Center, the
14091443 14 Northeastern Illinois Regional Crime Laboratory, and the
14101444 15 Illinois State Police, shall annually provide to the
14111445 16 Commission a report summarizing its significant
14121446 17 non-conformities with the efficient delivery of forensic
14131447 18 services and the sound practice of forensic science. The
14141448 19 report will identify: each significant non-conformity or
14151449 20 deficient method; how the non-conformity or deficient method
14161450 21 was detected; the nature and extent of the non-conformity or
14171451 22 deficient method; all corrective actions implemented to
14181452 23 address the non-conformity or deficient method; and an
14191453 24 analysis of the effectiveness of the corrective actions taken.

17491783 11 State shall be confidential and may not be transmitted outside

17521786 14 of the Secretary of State except as needed for the purpose of
17531787 15 evaluating the application. All criminal convictions and their
17541788 16 disposition and information obtained by the Division of
17551789 17 Criminal Investigation shall be destroyed no later than 60
17561790 18 days after the Division of Criminal Investigation has made a
17571791 19 final ruling on the application, and all rights of appeal have
17581792 20 expired and pending appeals have been completed. The only
17591793 21 physical identity materials which the applicant can be
17601794 22 required to provide the Secretary of State are photographs or
17611795 23 fingerprints. Only information and standards which bear a
17621796 24 reasonable and rational relation to the performance of a
17631797 25 licensee shall be used by the Secretary of State. The
