3	19		1 AN ACT concerning education.
4	20		2 Be it enacted by the People of the State of Illinois,
5	21		3 represented in the General Assembly:
6	22		4 Section 5. The Underserved Health Care Provider Workforce
7	23		5 Act is amended by changing Sections 3.04, 3.07, 3.08, 3.09,
8	24		6 3.10, 4.03, and 10 and by adding Section 3.12 as follows:
9	25		7 (110 ILCS 935/3.04) (from Ch. 144, par. 1453.04)
10	26		8 Sec. 3.04. "Designated Shortage Area" means an area
11	27		9 designated as by the Director as a physician shortage area, a
12	28		10 medically underserved area, or a health professional shortage
13	29		11 area critical health manpower shortage area as defined by the
14	30		12 United States Department of Health and Human Services ,
15	31		13 Education and Welfare, or as further defined by the Department
16	32		14 to enable it to effectively fulfill the purpose stated in
17	33		15 Section 2 of this Act. Such areas may include the following:
18	34		16 (a) an urban or rural area which is a rational area for
19	35		17 the delivery of health services;
20	36		18 (b) a population group;
21	37		19 (c) a public or nonprofit private medical facility; or
22	38		20 (d) a government-owned, privately owned, independent,
23	39		21 or provider-based Rural Health Clinic or hospital that
24	40		22 accepts Medicaid, Medicare, the State's Children's Health
25	41		23 Insurance Program, private insurance, and self-pay.

38	96		5 (a) he or she is an Illinois resident at the time of

	208	+	16 support a financing program or a loan or equipment leasing
	209	+	17 program to provide moneys to support the purposes of
	210	+	18 subsection (a) of Section 2310-200 of the Department of Public
	211	+	19 Health Powers and Duties Law (20 ILCS 2310/2310-200). The
	212	+	20 disposition of moneys at the conclusion of any financing
	213	+	21 program under this Section shall be determined by an
	214	+	22 interagency agreement.
