11 104TH GENERAL ASSEMBLY State of Illinois 2025 and 2026 HB2693 Introduced , by Rep. Camille Y. Lilly SYNOPSIS AS INTRODUCED: New Act Creates the State Agency and Grantee Bonus Prohibition Act. Provides that no State agency or hospital shall pay from State funds, in whole or in part, and no employee of a State agency or hospital may receive a bonus as all or part of his or her compensation, including such bonuses as may be received for work on capital projects. Provides that no grantee shall pay, and no employee or contract worker of a grantee may receive, a bonus paid from grant funds awarded for operational expenses as all or part of his or her compensation, including such bonuses as may be received for work on capital projects. Provides that State agencies who use bonuses paid to State employees shall provide an annual report to the General Assembly itemizing each bonus awarded, including the amount of the bonuses awarded, the purpose of the bonus, the position of the employees to whom bonuses were awarded, and the overall agency fiscal impact for the bonuses awarded in the prior fiscal year. 1111 1 AN ACT concerning State government.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 1. Short title. This Act may be cited as the State
1515 5 Agency and Grantee Bonus Prohibition Act.
1616 6 Section 5. Definitions. As used in this Act:
1717 7 "Employee" means any person employed, full-time,
1818 8 part-time, or contractually, in any capacity by a State agency
1919 9 or hospital, without regard to whether that person's
2020 10 employment is subject to the advice and consent of the Senate
2121 11 or is for a stated term. "Employee" does not include persons
2222 12 subject to a collective bargaining agreement.
2323 13 "Grant funds" has the meaning provided in Section 2 of the
2424 14 Illinois Grant Funds Recovery Act.
2525 15 "Grantee" has the meaning provided in Section 2 of the
2626 16 Illinois Grant Funds Recovery Act.
2727 17 "Hospital" has the meaning provided in Section 3 of the
2828 18 Hospital Licensing Act.
2929 19 "State agency" has the meaning provided in Section
3030 20 1-15.100 of the Illinois Procurement Code.
3131 21 Section 10. Bonuses prohibited.

6767 1 funds, in whole or in part, and no employee of a State agency

7171 5 (b) No grantee shall pay, and no employee or contract

7676 10 (c) State agencies who use bonuses paid to State employees
7777 11 shall provide an annual report to the General Assembly
7878 12 itemizing each bonus awarded, including the amount of the
7979 13 bonuses awarded, the purpose of the bonus, the position of the
8080 14 employees to whom bonuses were awarded, and the overall agency
8181 15 fiscal impact for the bonuses awarded in the prior fiscal
8282 16 year. This report shall be due December 1, 2025 to the General
8383 17 Assembly and annually thereafter. Recruitment or retention
8484 18 bonuses for State employment shall be no more than $10,000 per
8585 19 bonus unless the Department of Central Management Services
8686 20 adopts rules increasing the monetary limit per bonus.
