Kimberly Du Buclet SYNOPSIS AS INTRODUCED: 20 ILCS 2605/2605-490 new Amends the Illinois State Police Law of the Civil Administrative Code of Illinois. Provides that the Illinois State Police shall develop a coordinated program for an emergency alert system to notify people when an active shooter situation is occurring in the State. Provides that, on the request of a local law enforcement agency or as the Illinois State Police determines appropriate to assist a local law enforcement agency regarding an active shooter, the Illinois State Police shall activate the alert system and notify appropriate participants in the alert system if the local law enforcement agency or the Illinois State Police determines that the situation meets certain specified criteria. Provides that the Illinois State Police may adopt rules to implement the provisions. 1111 1 AN ACT concerning State government.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The Illinois State Police Law of the Civil
1515 5 Administrative Code of Illinois is amended by adding Section
1616 6 2605-490 as follows:
1717 7 (20 ILCS 2605/2605-490 new)
1818 8 Sec. 2605-490. Active shooter emergency alert system.
1919 9 (a) The Illinois State Police shall develop a coordinated
2020 10 program for a emergency alert system to notify people when a
2121 11 active shooter situation is occurring in the State.
2222 12 (b) On the request of a local law enforcement agency or as
2323 13 the Illinois State Police determines appropriate to assist a
2424 14 local law enforcement agency regarding an active shooter, the
2525 15 Illinois State Police shall activate the alert system and
2626 16 notify appropriate participants in the alert system if the
2727 17 local law enforcement agency or the Illinois State Police:
2828 18 (1) believes an active shooter is in the agency's
2929 19 jurisdiction;
3030 20 (2) determines an active shooter alert would assist
3131 21 individuals near the active shooter's location;
3232 22 (3) verifies the active shooter situation through a
3333 23 preliminary investigation; and
