 2025 and 2026 HB2759 Introduced , by Rep. Kimberly Du Buclet SYNOPSIS AS INTRODUCED: New Act Creates the Student Bill of Rights Act. Provides that the State Board of Education and the Board of Higher Education shall jointly establish, no later than January 1, 2026, a student bill of rights to outline that students in public schools and public institutions of higher education have a right to educational equity and to be free from discrimination based on race, sex, gender, socioeconomic status, and mental or physical ability. Provides that the State Board of Education and the Board of Higher Education shall publish the student bill of rights on their Internet websites and make a handout available. Provides that each public institution of higher education, the Illinois Community College Board, and the Illinois Student Assistance Commission shall have on their Internet websites a link to the student bill of rights published on the Board of Higher Education's Internet website. 1  AN ACT concerning education.
2  Be it enacted by the People of the State of Illinois,
3  represented in the General Assembly:
4  Section 1. Short title. This Act may be cited as the
5  Student Bill of Rights Act.
6  Section 5. Findings. The General Assembly finds that a
7  student has a right to educational equity and to be free from
8  discrimination based on race, sex, gender, socioeconomic
9  status, and mental or physical ability.
10  Section 10. Student bill of rights. The State Board of
11  Education and the Board of Higher Education shall jointly
12  establish, no later than January 1, 2026, a student bill of
13  rights to outline that students in public schools and public
14  institutions of higher education have a right to educational
15  equity and to be free from discrimination based on race, sex,
16  gender, socioeconomic status, and mental or physical ability.
17  The State Board of Education and the Board of Higher Education
18  shall publish the student bill of rights on their Internet
19  websites and make a handout available. Each public institution
20  of higher education, the Illinois Community College Board, and
21  the Illinois Student Assistance Commission shall have on their
