1414 1 AN ACT concerning education.
1515 2 Be it enacted by the People of the State of Illinois,
1616 3 represented in the General Assembly:
1717 4 Section 5. The School Code is amended by adding Sections
1818 5 10-20.88 and 34-18.88 as follows:
1919 6 (105 ILCS 5/10-20.88 new)
2020 7 Sec. 10-20.88. Parents' rights. Notwithstanding any other
2121 8 law or rule to the contrary, each school board shall ensure all
2222 9 of the following:
2323 10 (1) That the parents and guardians of all pupils
2424 11 enrolled in the school district are free to petition the
2525 12 school board and provide public comment at all public and
2626 13 regularly scheduled school board meetings.
2727 14 (2) That all curriculum and learning materials used by
2828 15 the schools of the school district are posted on the
2929 16 school district's Internet website if the school district
3030 17 maintains a website, disaggregated by grade level. If the
3131 18 school district does not maintain an Internet website, all
3232 19 parents and guardians of pupils shall be informed of their
3333 20 right to review all curriculum and learning materials used
3434 21 by the schools of the school district at any time during
3535 22 the school year.
3636 23 (3) That the parents and guardians of all pupils

8383 5 (4) That the parents and guardians of all pupils
8484 6 enrolled in the school district are well-informed of all
8585 7 parent-school engagement opportunities to ensure parents
8686 8 and guardians are engaged in their children's education.
8787 9 (5) That the school district shares with the parents
8888 10 and guardians of pupils information on the Illinois
8989 11 Learning Standards and any changes made to the Illinois
9090 12 Learning Standards throughout the school year.
9191 13 (6) That each parent or guardian of a pupil has the
9292 14 right to meet with the pupil's teacher at least twice per
9393 15 school year, which may include parent-teacher conferences.
9494 16 (7) That the libraries of each school of the school
9595 17 district maintain a list of reading materials contained in
9696 18 the library so that the parents and guardians of pupils
9797 19 are able to request to review the reading materials
9898 20 contained at each school.
9999 21 (8) That the parents and guardians of all pupils
100100 22 enrolled in the school district are well-informed about
101101 23 the educational opportunities provided to pupils within
102102 24 the school district, including, but not limited to, the
103103 25 curriculum, gifted education programs, advanced placement
104104 26 courses, special education needs, the needs of English

124124 10 enrolled in the school district are well-informed on the
125125 11 school district's policies and procedures on protecting
126126 12 students' privacy.
