11 104TH GENERAL ASSEMBLY State of Illinois 2025 and 2026 HB2819 Introduced , by Rep. Chris Miller SYNOPSIS AS INTRODUCED: 25 ILCS 5/3.3 new Amends the General Assembly Organization Act. Provides that any amendment to a bill that is introduced in either the House of Representatives or the Senate must be germane to the title of the introduced bill. Provides that any amendment that is not germane to the title of the introduced bill shall not be considered for adoption by the house of the General Assembly in which the amendment is offered for consideration. Provides that any member of the house of the General Assembly in which the amendment is offered for consideration may object to the introduction of the amendment as not being germane to the title of the introduced bill. Provides that if such an objection is made, the question of germaneness shall be presented to the respective house for consideration. Provides that if at least a majority of the members voting on the question determine that the amendment is germane to the title of the introduced bill, then the amendment may be considered by that house. Provides that if less than a majority of the members voting on the question determine that the amendment is germane to the title of the bill, the amendment shall not be considered by that house. 1111 1 AN ACT concerning State government.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The General Assembly Organization Act is
1515 5 amended by adding Section 3.3 as follows:

1717 7 Sec. 3.3. Amendment germane to title. Any amendment to a
1818 8 bill that is introduced in either the House of Representatives
1919 9 or the Senate must be germane to the title of the introduced
2020 10 bill. Any amendment that is not germane to the title of the
2121 11 introduced bill shall not be considered for adoption by the
2222 12 house of the General Assembly in which the amendment is
2323 13 offered for consideration. Any member of the house of the
2424 14 General Assembly in which the amendment is offered for
2525 15 consideration may object to the introduction of the amendment
2626 16 as not being germane to the title of the introduced bill. If
2727 17 such an objection is made, the question of germaneness shall
2828 18 be presented to the respective house for consideration. If at
2929 19 least a majority of the members voting on the question
3030 20 determine that the amendment is germane to the title of the
3131 21 introduced bill, then the amendment may be considered by that
