419 2 Be it enacted by the People of the State of Illinois,

3691 4 Sec. 10. Associate degree for transfer.
3792 5 (a) Commencing with the fall term of the 2016-2017
3893 6 academic year, a community college student who earns an
3994 7 associate degree for transfer, an Associate of Arts, or an
4095 8 Associate of Science that is consistent with degree
4196 9 requirements of the Illinois Community College Board and the
4297 10 Board of Higher Education and aligned with the policies and
4398 11 procedures of the Illinois Articulation Initiative, granted
4499 12 pursuant to subsection (b) of this Section is deemed eligible
45100 13 for transfer into the baccalaureate program of a State
46101 14 university if the student meets the requirements of the
47102 15 transfer degree and major-specific prerequisites and obtains a
48103 16 minimum grade point average of 2.0 on a 4.0 scale.
49104 17 (b) As a condition of receipt of State funds, a community
50105 18 college district shall develop and grant associate degrees for
51106 19 transfer that meet the requirements of subsection (a) of this
52107 20 Section. A community college district may not impose any
53108 21 requirements in addition to the requirements of this Section
54109 22 for a student to be eligible for an associate degree for
55110 23 transfer and subsequent admission to a State university
56111 24 pursuant to Section 15 of this Act without the approval of the
57112 25 Illinois Community College Board and the Board of Higher

69124 2 (c) The General Assembly encourages a community college

81136 14 associate degree for transfer. Remedial noncollegiate level

83138 16 counted as part of the transferable units required pursuant to
84139 17 subdivision (1) of subsection (a) of this Section.

191246 18 (9) A policy on the reverse transfer of credit and
192247 19 transfer of credit earned for experiential learning,
193248 20 including, but not limited to, prior learning assessment
194249 21 and competency-based education.

196251 23 supports and, if applicable, guidance that will be

327382 13 outlined in subsections (c) and (d) of Section 10 of

329384 15 (F) It is the intent of the General Assembly that
330385 16 student outcome data provided under this subsection
331386 17 (b) include the degree to which State universities
332387 18 were able to accommodate students admitted under this
333388 19 Act in being admitted to the State university of their
334389 20 choice and in a major that is similar to their
335390 21 community college major.
336391 22 (2) Recommendations for statutory changes necessary to
337392 23 facilitate the goal of a clear and transparent transfer
338393 24 process.
339394 25 (c) By May 1, 2026, and May 1 of each subsequent year, each

351406 1 Education, in a form prescribed by the Board, all of the

354409 4 students admitted, offered provisional admission, and
355410 5 denied admission, disaggregated by the student's community
356411 6 college district of origin.
357412 7 (2) The percentage and average number of credits per
358413 8 student accepted for transfer from each community college
359414 9 district.
360415 10 (3) The average time needed to complete a bachelor's
361416 11 degree and total number of credit hours earned for a
362-12 transfer student compared to a non-transfer, native
417+12 transfer students compared to a non-transfer, native
363418 13 student.
364419 14 (4) The total number of credits accepted and applied
365420 15 towards meeting general education requirements that are
366421 16 identified as part of the Illinois Articulation Initiative
367422 17 General Education Core Curriculum disaggregated by the
368423 18 student's community college district of origin. For those
369424 19 courses identified as part of the General Education Core
370425 20 Curriculum that are denied transfer credit, including the
371426 21 rationale for denial.
372427 22 (5) If the student has declared a major, the total
373428 23 number of credits that were accepted and not accepted and
374429 24 the number of credits that were applied and were not
375430 25 applied to each student's degree program course
