Removes motor driven cycle and moped from the definition of "cycle". Provides that the Department of Transportation shall put out notices to the public seeking Cycle Rider Safety Training Course Providers to provide courses in the State, and that such courses shall be open to all residents of the State who hold a currently valid driver's license and who have reached their 16th birthday before the first day of the course to be held. Allows providers to charge a nominal registration fee set by the Department. Provides that responses from potential providers shall include the location where classes are to be held at, the number of students they intend to train, whether they would be providing motorcycles or using motorcycles owned by the Department, and the cost for courses provided on a per student basis. Provides that contracts shall be awarded by the Department to providers based on training needs and cost effectiveness of each bid or proposal. Provides that a provider shall only be paid grant funds under one of the following conditions: a course was held; expenses submitted related to the maintenance of department owned equipment; or submitting other non-personnel expenses. Provides that a provider awarded a contract with grant funding shall: submit proof that each instructor employed by the provider meets the qualifications to teach the curriculum for the courses; have at least one employee on staff certified to do quality assurance or quality control visits where instructors are evaluated per curriculum standards on teaching; perform at least one quality assurance or quality control visit on each instructor employed during the year and submit the results of those visits to the Department; maintain appropriate liability insurance to cover training activities; submit requests for payment in a timely manner; and adhere to additional program rules and regulations. 311 1 AN ACT concerning transportation.
412 2 Be it enacted by the People of the State of Illinois,
513 3 represented in the General Assembly:
6-4 Section 10. The Cycle Rider Safety Training Act is amended

1422 12 Sec. 2.03. "Cycle Rider Safety Training Courses" and

1826 16 relating to motor vehicles, which courses meet the minimum
1927 17 requirements of this Act, the standards established in the
2028 18 model national administrative standards for state motorcycle
2129 19 rider training programs by the National Highway Traffic Safety
2230 20 Administration, and the rules and regulations issued hereunder
23-21 by the Department and which have been approved or denied
24-22 within 60 days by the Department as meeting such requirements.

35-3 Sec. 2.03a. Cycle Rider Safety Training Course Provider.
36-4 "Cycle Rider Safety Training Course Provider" and "provider"
37-5 means a community college, State university, State or local
38-6 government agency, or for-profit or nonprofit business entity
39-7 in good standing and operating in the State that is capable of
40-8 providing courses meeting the definition in this Act in
41-9 accordance with the rules set forth by the Department and the
42-10 regulations of this Act. "Cycle Rider Safety Training Course
43-11 Provider" and "provider" does not include any business
44-12 registered as a motorcycle dealer with the Secretary of State
45-13 or any other business that derives income from the selling of
46-14 motorcycles or has motorcycles for sale at its place of
47-15 business on a consignment basis.

49-17 Sec. 4. Cycle Rider Safety Training Courses.
50-18 (a) The Department shall, on an as needed basis, put out
51-19 notices to the public seeking Cycle Rider Safety Training
52-20 Course Providers to provide courses in this State. Such
53-21 courses shall be open to all residents of the State who hold a
54-22 currently valid driver's license and who have reached their
55-23 16th birthday before the first day of the course to be held.
56-24 Such courses may be offered throughout the calendar year.

67-1 Providers may charge a nominal registration fee set by the

83-17 shall be paid per student rate multiplied by the number of
84-18 students present on the first day of the course;
85-19 (2) expenses submitted related to the maintenance of
86-20 program equipment; or
87-21 (3) submitting other non-personnel expenses as deemed
88-22 appropriate by the Department.
89-23 (c) A provider awarded a contract with grant funding under
90-24 this Act shall:
91-25 (1) submit proof to the Department that each
92-26 instructor employed by the provider meets the

125-23 Cycle Rider Safety Training Center and may offer cycle rider
126-24 safety training courses through such Training Centers which it
127-25 operates. The curriculum and accreditation for the courses,
128-26 and the geographic areas in which each Training Center may
