Provides that a person who is otherwise qualified to vote may preregister to vote on or after that person's 15th birthday (rather than 16th birthday). Provides that a person who is 15 years of age or older (rather than 16 years of age or older) shall be deemed competent to execute and attest to any voter registration forms. Provides that a person may use an instruction permit issued by the Secretary of State as a valid form of identification under the provision. 1111 1 AN ACT concerning elections.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The Election Code is amended by changing
1515 5 Section 3-6 as follows:
1616 6 (10 ILCS 5/3-6)
1717 7 Sec. 3-6. Voting and registration age.
1818 8 (a) Notwithstanding any other provision of law, a person
1919 9 who is 17 years old on the date of a caucus, general primary
2020 10 election, or consolidated primary election and who is
2121 11 otherwise qualified to vote is qualified to vote at that
2222 12 caucus, general primary, or consolidated primary, including
2323 13 voting a vote by mail, grace period, or early voting ballot
2424 14 with respect to that general primary or consolidated primary,
2525 15 if that person will be 18 years old on the date of the
2626 16 immediately following general election or consolidated
2727 17 election for which candidates are nominated at that primary.
2828 18 (b) Notwithstanding any other provision of law, a person
2929 19 who is otherwise qualified to vote may preregister to vote on
3030 20 or after that person's 15th 16th birthday, with the
3131 21 registration application held in abeyance by the State Board
3232 22 of Elections until that individual attains the required age to
3333 23 vote, at which time the State Board of Elections shall
