Provides that a person who is otherwise qualified to vote may preregister to vote on or after that person's 15th birthday (rather than 16th birthday). Provides that a person who is 15 years of age or older (rather than 16 years of age or older) shall be deemed competent to execute and attest to any voter registration forms. Provides that a person may use an instruction permit issued by the Secretary of State as a valid form of identification under the provision. 11	11	1 AN ACT concerning elections.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Election Code is amended by changing
15	15	5 Section 3-6 as follows:
16	16	6 (10 ILCS 5/3-6)
17	17	7 Sec. 3-6. Voting and registration age.
18	18	8 (a) Notwithstanding any other provision of law, a person
19	19	9 who is 17 years old on the date of a caucus, general primary
20	20	10 election, or consolidated primary election and who is
21	21	11 otherwise qualified to vote is qualified to vote at that
22	22	12 caucus, general primary, or consolidated primary, including
23	23	13 voting a vote by mail, grace period, or early voting ballot
24	24	14 with respect to that general primary or consolidated primary,
25	25	15 if that person will be 18 years old on the date of the
26	26	16 immediately following general election or consolidated
27	27	17 election for which candidates are nominated at that primary.
28	28	18 (b) Notwithstanding any other provision of law, a person
29	29	19 who is otherwise qualified to vote may preregister to vote on
30	30	20 or after that person's 15th 16th birthday, with the
31	31	21 registration application held in abeyance by the State Board
32	32	22 of Elections until that individual attains the required age to
33	33	23 vote, at which time the State Board of Elections shall
