12	12	1 AN ACT concerning revenue.
13	13	2 Be it enacted by the People of the State of Illinois,
14	14	3 represented in the General Assembly:
15	15	4 Section 5. The Illinois Income Tax Act is amended by
16	16	5 adding Section 507MMM as follows:
17	17	6 (35 ILCS 5/507MMM new)
18	18	7 Sec. 507MMM. Illinois Youth and Government checkoff.
19	19	8 (a) The Illinois Youth and Government Fund is hereby
20	20	9 created as a special fund in the State treasury. Moneys in the
21	21	10 Fund shall be used by the Department of Commerce and Economic
22	22	11 Opportunity to make grants to support the Illinois YMCA Youth
23	23	12 and Government program.
24	24	13 (b) For taxable years ending on or after December 31,
25	25	14 2025, the Department must print on its standard individual
26	26	15 income tax form a provision (i) indicating that if the
27	27	16 taxpayer wishes to contribute to the Illinois Youth and
28	28	17 Government Fund, he or she may do so by stating the amount of
29	29	18 the contribution (not less than $1) on the return and (ii)
30	30	19 stating that the contribution will reduce the taxpayer's
31	31	20 refund or increase the amount of payment to accompany the
32	32	21 return. Failure to remit any amount of increased payment shall
33	33	22 reduce the contribution accordingly. This Section does not
34	34	23 apply to any amended return.
