11	11	1 AN ACT concerning State government.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Mental Health and Developmental
15	15	5 Disabilities Administrative Act is amended by adding Section
16	16	6 54.3 as follows:
17	17	7 (20 ILCS 1705/54.3 new)
18	18	8 Sec. 54.3. Access to rural developmental disabilities
19	19	9 services.
20	20	10 (a) Definitions. As used in this Section:
21	21	11 "Facility" means a center or program that provides
22	22	12 developmental disabilities services and is not owned or
23	23	13 operated by the State or any political subdivision.
24	24	14 "Rural provider" means a facility that provides
25	25	15 developmental disability services located in a rural area that
26	26	16 is at least 35 miles drive away from any other rural provider,
27	27	17 hospital, or other location that provides developmental
28	28	18 disability services.
29	29	19 (b) Transportation support. The Department shall adopt
30	30	20 rules governing rural provider compensation. Such rules shall
31	31	21 increase the rate of compensation for rural providers that
32	32	22 account for significant challenges or barriers related to
33	33	23 transportation, including, but not limited to, travel time of
