11 104TH GENERAL ASSEMBLY State of Illinois 2025 and 2026 HB3051 Introduced , by Rep. Sharon Chung SYNOPSIS AS INTRODUCED: 20 ILCS 1705/54.3 new Amends the Mental Health and Developmental Disabilities Administrative Act. Requires the Department of Human Services to adopt rules governing rural provider compensation. Provides that such rules shall increase the rate of compensation for rural providers that account for significant challenges or barriers related to transportation, including, but not limited to, travel time of over one hour each way or 35 or more miles, and last minute appointment cancellations. Provides that the rate of reimbursement shall be increased and compensate rural providers for: (i) extended travel time and mileage and (ii) staff or resources required to provide developmental disabilities services to individuals in rural areas. Requires the Department to create a grant program to incentivize and support the use of assistive technologies and innovative services to increase access to developmental disabilities services provided by rural providers. 1111 1 AN ACT concerning State government.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The Mental Health and Developmental
1515 5 Disabilities Administrative Act is amended by adding Section
1616 6 54.3 as follows:
1717 7 (20 ILCS 1705/54.3 new)
1818 8 Sec. 54.3. Access to rural developmental disabilities
1919 9 services.
2020 10 (a) Definitions. As used in this Section:
2121 11 "Facility" means a center or program that provides
2222 12 developmental disabilities services and is not owned or
2323 13 operated by the State or any political subdivision.
2424 14 "Rural provider" means a facility that provides
2525 15 developmental disability services located in a rural area that
2626 16 is at least 35 miles drive away from any other rural provider,
2727 17 hospital, or other location that provides developmental
2828 18 disability services.
2929 19 (b) Transportation support. The Department shall adopt
3030 20 rules governing rural provider compensation. Such rules shall
3131 21 increase the rate of compensation for rural providers that
3232 22 account for significant challenges or barriers related to
3333 23 transportation, including, but not limited to, travel time of
