11	11	1 AN ACT concerning education.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Higher Education Student Assistance Act is
15	15	5 amended by adding Section 68 as follows:
16	16	6 (110 ILCS 947/68 new)
17	17	7 Sec. 68. Noncitizen eligibility. Notwithstanding any other
18	18	8 law, a student who otherwise qualifies for any grant or
19	19	9 scholarship offered under this Act, by any other State law, or
20	20	10 by a unit of local government shall not be denied the award of
21	21	11 the grant or scholarship based solely on the student's status
22	22	12 as a noncitizen.
23	23	13 As used in this Section, "noncitizen" includes a qualified
24	24	14 alien, as defined by 8 U.S.C. 1641, a nonimmigrant, under the
25	25	15 federal Immigration and Nationality Act, or an alien who is
26	26	16 paroled into the United States under 8 CFR 212.5 or 8 U.S.C.
27	27	17 1182(d)(5), for less than one year.
