14 | 14 | | 4 Section 1. Short title. This Act may be cited as the |

17 | 17 | | 7 Section 5. Definitions. In this Act: |
---|
18 | 18 | | 8 "Barber" means any person licensed under the laws of |
---|
19 | 19 | | 9 Illinois to practice barbering. "Barber" includes "licensed |
---|
20 | 20 | | 10 barber" as that term is used in the Barber, Cosmetology, |
---|
21 | 21 | | 11 Esthetics, Hair Braiding, and Nail Technology Act of 1985. |
---|
22 | 22 | | 12 "Beauty supply retailer" means any business, including |
---|
23 | 23 | | 13 beauty salons, barber shops, or retail stores, that sells |
---|
24 | 24 | | 14 personal care and beauty products, including hair care, |
---|
25 | 25 | | 15 skincare, and makeup products. |
---|
26 | 26 | | 16 "Chemical products" means any cosmetic, hair care, |
---|
27 | 27 | | 17 skincare, or personal grooming product used or sold by |
---|
28 | 28 | | 18 cosmetologists, barbers, or beauty supply retailers that |
---|
29 | 29 | | 19 contains ingredients known to have potential health risks such |
---|
30 | 30 | | 20 as carcinogenic, reproductive, or endocrine-disrupting |
---|
31 | 31 | | 21 effects. |

80 | 80 | | 13 (a) All cosmetologists, barbers, and beauty supply |
---|
81 | 81 | | 14 retailers operating within the State of Illinois shall display |
---|
82 | 82 | | 15 a visible and easily readable notice in a prominent location |
---|
83 | 83 | | 16 within their business establishment that provides information |
---|
84 | 84 | | 17 on the potential health risks associated with the chemical |
---|
85 | 85 | | 18 products contained in the products they use or sell. |

86 | 86 | | 19 (b) The posted notice must include, at a minimum, the |
---|
87 | 87 | | 20 following: |

88 | 88 | | 21 (1) A statement that some products may contain |
---|
89 | 89 | | 22 chemicals known to cause harm to human health. |
---|
90 | 90 | | 23 (2) A list of common chemicals or ingredients found in |

92 | 92 | | 25 phthalates, parabens, and toluene, and their associated |

119 | 119 | | 17 (a) At the point of sale, all cosmetologists, barbers, and |

120 | 120 | | 18 beauty supply retailers must provide each customer with a |

121 | 121 | | 19 pamphlet containing the same information detailed in Section |
---|
122 | 122 | | 20 10. This pamphlet must be provided to customers for any |
---|
123 | 123 | | 21 service involving the use of beauty or personal care products. |
