311 1 AN ACT concerning State government.
412 2 Be it enacted by the People of the State of Illinois,
513 3 represented in the General Assembly:
614 4 Section 5. The Guardianship and Advocacy Act is amended by
715 5 changing Section 14 as follows:

917 7 Sec. 14. Each regional authority shall consist of at least
1018 8 7 members and no more than the 9 members appointed by the
1119 9 Director, in accordance with this Section. Each regional
1220 10 authority shall include insofar as possible one professionally
1321 11 knowledgeable and broadly experienced employee or officer of a
1422 12 provider of each of the following services: mental health,
1523 13 developmental disabilities, and vocational rehabilitation. No
1624 14 other employee or officer of a service provider shall be
1725 15 appointed to a regional authority. In making appointments, the
1826 16 Director shall strive to ensure representation of minority
1927 17 groups and of eligible persons, and shall give due
2028 18 consideration to recommendations of persons and groups
2129 19 assisting eligible persons. The Director may remove for
2230 20 incompetence, neglect of duty, or malfeasance in office any
2331 21 member of a regional authority. All actions taken by the
2432 22 Director to appoint or remove members shall be reported to the
2533 23 Commission at the next scheduled Commission meeting.

34-1 Each regional authority shall annually elect a chairman
35-2 and any other officers it deems necessary. Members of the
36-3 regional authorities shall serve for a term of 3 years, except
37-4 that the terms of the first appointees shall be as follows: 3
38-5 members serving for a 1 year term; 3 members serving for a 2
39-6 year term; and 3 members serving for a 3 year term. Assignment
40-7 of terms of such first appointees shall be by lot. No member
41-8 shall serve for more than 2 consecutive 3 year terms. A quorum
42-9 shall consist of a majority of appointed members. Five members
43-10 shall constitute a quorum.
44-11 Vacancies in the regional authorities shall be filled in
45-12 the same manner as original appointments.
46-13 Members of the regional authorities shall serve without
47-14 compensation but shall be reimbursed for actual expenses
48-15 incurred in the performance of their duties.
49-16 Each regional authority shall meet not less than once
50-17 every 2 months. Meetings may also be held upon call of the
51-18 Regional Chairman or upon written request of any 5 members of
52-19 the regional authority.
