3	11		1 AN ACT concerning education.
4	12		2 Be it enacted by the People of the State of Illinois,
5	13		3 represented in the General Assembly:
6	14		4 Section 5. The School Code is amended by changing Section
7	15		5 22-87 as follows:
8	16		6 (105 ILCS 5/22-87)
9	17		7 Sec. 22-87. Graduation requirements; Free Application for
10	18		8 Federal Student Aid.
11	19		9 (a) Beginning with the 2020-2021 school year, in addition
12	20		10 to any other requirements under this Code, as a prerequisite
13	21		11 to receiving a high school diploma from a public high school,
14	22		12 the parent or guardian of each student or, if a student is at
15	23		13 least 18 years of age or legally emancipated, the student must
16	24		14 comply with either of the following:
17	25		15 (1) File a Free Application for Federal Student Aid
18	26		16 with the United States Department of Education or, if
19	27		17 applicable, an application for State financial aid.
20	28		18 (2) On a form created by the State Board of Education,
21	29		19 file a waiver with the student's school district
22	30		20 indicating that the parent or guardian or, if applicable,
23	31		21 the student understands what the Free Application for
24	32		22 Federal Student Aid and application for State financial
25	33		23 aid are and has chosen not to file an application under

35	69		2 (b) Each school district with a high school must require
36	70		3 each high school student to comply with this Section and must
37	71		4 provide to each high school student and, if applicable, his or
38	72		5 her parent or guardian any support or assistance necessary to
39	73		6 comply with this Section.
40	74		7 Beginning with the 2025-2026 school year, this support
41	75		8 shall include providing time during the school day, not
42	76		9 requiring a student to be excused from regularly scheduled
43	77		10 class time, to complete or receive help with completion of a
44	78		11 financial aid application as described in subsection (a). The
45	79		12 high school may request assistance from the Illinois Student
46	80		13 Assistance Commission to support financial aid application
47	81		14 completion events at no cost to the high school.
48	82		15 A school district must award a high school diploma to a
49	83		16 student who is unable to meet the requirements of subsection
50	84		17 (a) due to extenuating circumstances, as determined by the
51	85		18 school district, if (i) the student has met all other
52	86		19 graduation requirements under this Code and (ii) the principal
53	87		20 attests that the school district has made a good faith effort
54	88		21 to assist the student or, if applicable, his or her parent or
55	89		22 guardian in filing an application or a waiver under subsection
56	90		23 (a).
57	91		24 (c) The State Board of Education may adopt rules to
58	92		25 implement this Section.
