425 2 Be it enacted by the People of the State of Illinois,
526 3 represented in the General Assembly:
627 4 Section 5. The Consumer Electronics Recycling Act is
728 5 amended by changing Sections 1-5, 1-10, 1-15, 1-25, 1-30,
8-6 1-33, 1-35, 1-40, 1-45, 1-84.5, 1-85, 1-86, and 1-90 and by
9-7 adding Section 1-91 as follows:

1233 10 Sec. 1-5. Definitions. As used in this Act:
1334 11 "Agency" means the Illinois Environmental Protection
1435 12 Agency.
1536 13 "Best practices" means standards for collecting and
1637 14 preparing items for shipment and recycling. "Best practices"
1738 15 may include standards for packaging for transport, load size,
1839 16 acceptable load contamination levels, non-CED items included
1940 17 in a load, and other standards as determined under Section
2041 18 1-85 of this Act. "Best practices" shall consider the desired
2142 19 intent to preserve existing collection programs and
2243 20 relationships when possible.
2344 21 "Collector" means a person who collects residential CEDs
2445 22 from covered entities at any program collection site or
2546 23 one-day collection event and prepares them for transport.

34107 1 "Computer", often referred to as a "personal computer" or
35108 2 "PC", means a desktop or notebook computer as further defined
36109 3 below and used only in a residence, but does not mean an
37110 4 automated typewriter, electronic printer, mobile telephone,
38111 5 portable hand-held calculator, portable digital assistant
39112 6 (PDA), MP3 player, or other similar device. "Computer" does
40113 7 not include computer peripherals, commonly known as cables,
41114 8 mouse, or keyboard. "Computer" is further defined as either:
42115 9 (1) "Desktop computer", which means an electronic,
43116 10 magnetic, optical, electrochemical, or other high-speed
44117 11 data processing device performing logical, arithmetic, or
45118 12 storage functions for general purpose needs that are met
46119 13 through interaction with a number of software programs
47120 14 contained therein, and that is not designed to exclusively
48121 15 perform a specific type of logical, arithmetic, or storage
49122 16 function or other limited or specialized application.
50123 17 Human interface with a desktop computer is achieved
51124 18 through a stand-alone keyboard, stand-alone monitor, or
52125 19 other display unit, and a stand-alone mouse or other
53126 20 pointing device, and is designed for a single user. A
54127 21 desktop computer has a main unit that is intended to be
55128 22 persistently located in a single location, often on a desk
56129 23 or on the floor. A desktop computer is not designed for
57130 24 portability and generally utilizes an external monitor,
58131 25 keyboard, and mouse with an external or internal power

84157 15 interface devices typically can also be attached to the
85158 16 notebook computer. Notebook computers can use external,
86159 17 internal, or batteries for a power source. Notebook
87160 18 computer does not include a portable hand-held calculator,
88161 19 or a portable digital assistant or similar specialized
89162 20 device. A notebook computer has an incorporated video
90163 21 display greater than 4 inches in size and can be carried as
91164 22 one unit by an individual. A notebook computer is
92165 23 sometimes referred to as a laptop computer.
93166 24 (3) "Tablet computer", which means an electronic,

123196 18 "County recycling coordinator" means the individual who is
124197 19 designated as the recycling coordinator for a county in a
125198 20 waste management plan developed pursuant to the Solid Waste
126199 21 Planning and Recycling Act.
127200 22 "Covered electronic device" or "CED" means any computer,
128201 23 computer monitor, television, printer, electronic keyboard,
129202 24 facsimile machine, videocassette recorder, portable digital

145218 4 at retail. "Covered electronic device" does not include any of

147220 6 (1) an electronic device that is a part of a motor
148221 7 vehicle or any component part of a motor vehicle assembled
149222 8 by or for a vehicle manufacturer or franchised dealer,
150223 9 including replacement parts for use in a motor vehicle;
151224 10 (2) an electronic device that is functionally or
152225 11 physically part of a larger piece of equipment or that is
153226 12 taken out of service from an industrial, commercial
154227 13 (including retail), library checkout, traffic control,
155228 14 kiosk, security (other than household security),
156229 15 governmental, agricultural, or medical setting, including
157230 16 but not limited to diagnostic, monitoring, or control
158231 17 equipment; or
159232 18 (3) an electronic device that is contained within a
160233 19 clothes washer, clothes dryer, refrigerator, refrigerator
161234 20 and freezer, microwave oven, conventional oven or range,
162235 21 dishwasher, room air conditioner, dehumidifier, water
163236 22 pump, sump pump, or air purifier. To the extent allowed
164237 23 under federal and State laws and regulations, a CED that
165238 24 is being collected, recycled, or processed for reuse is
166239 25 not considered to be hazardous waste, household waste,
167240 26 solid waste, or special waste.

193266 16 (9) home audio components.
194267 17 "Covered entity" means a residence for program years 2019
195268 18 through 2026 and means a person delivering 7 or fewer CEDs to a
196269 19 program collection site or collection event beginning in
197270 20 program year 2027.
198271 21 "Manufacturer" means a person, or a successor in interest
199272 22 to a person, under whose brand or label a CED is or was sold at
200273 23 retail. For any CED sold at retail under a brand or label that
201274 24 is licensed from a person who is a mere brand owner and who
202275 25 does not sell or produce a CED, the person who produced the CED

214287 1 any CED sold at retail under the brand or label of both the
215288 2 retail seller and the person that produced the CED, the person
216289 3 that produced the CED, or his or her successor in interest, is
217290 4 the manufacturer. "Manufacturer" does not include a person who
218291 5 manufactures only peripherals and no other CEDs.
219292 6 "Manufacturer clearinghouse" means an entity that prepares
220293 7 and submits a manufacturer e-waste program plan to the Agency,
221294 8 and oversees the manufacturer e-waste program, on behalf of a
222295 9 group of 2 or more manufacturers cooperating with one another
223296 10 to collectively establish and operate an e-waste program for
224297 11 the purpose of complying with this Act and that collectively
225298 12 represent at least 50% of the manufacturers' total obligations
226299 13 under this Act for a program year.
227300 14 "Manufacturer e-waste program" means any program
228301 15 established, financed, and operated by a manufacturer,
229302 16 individually or collectively as part of a manufacturer
230303 17 clearinghouse, to transport and subsequently recycle, in
231304 18 accordance with the requirements of this Act, residential CEDs
232305 19 from covered entities collected at program collection sites
233306 20 and one-day collection events.
234307 21 "Municipal joint action agency" means a municipal joint
235308 22 action agency created under Section 3.2 of the
236309 23 Intergovernmental Cooperation Act.
237310 24 "One-day collection event" means a one-day event used as a
238311 25 substitute for a program collection site pursuant to Section
239312 26 1-15 of this Act.

250323 1 "Peripheral" means a device sold exclusively for external
251324 2 use with a CED as a wireless or corded device that provides
252325 3 input into or output from a CED and cords used with a CED or
253326 4 peripheral. A peripheral may be collected with or without the

255328 6 "Person" means an individual, partnership, co-partnership,
256329 7 firm, company, limited liability company, corporation,
257330 8 association, joint stock company, trust, estate, political

336409 15 serve as a storage host for other computers. To be considered a
337410 16 small-scale server, a computer must: be designed in a
338411 17 pedestal, tower, or other form that is similar to that of a
339412 18 desktop computer so that all data processing, storage, and
340413 19 network interfacing is contained within one box or product; be
341414 20 designed to be operational 24 hours per day and 7 days per
342415 21 week; have very little unscheduled downtime, such as on the
343416 22 order of hours per year; be capable of operating in a
344417 23 simultaneous multi-user environment serving several users
345418 24 through networked client units; and be designed for an
346419 25 industry-accepted operating system for home or low-end server

442515 14 (e) A collection program operated in accordance with this
443516 15 Section shall:
444517 16 (1) meet the collector responsibilities under
445518 17 subsections (a), (a-5), (d), (e), and (g) under Section
446519 18 1-45 and require certification on the bill of lading or
447520 19 similar manifest from the unit of local government, the
448521 20 third party, or and the county or municipal joint action
449522 21 agency that elected to participate in the manufacturer
450523 22 e-waste program that the CEDs were collected, to the best
451-23 of their knowledge, from covered entities residential
452-24 consumers in the State of Illinois;

691764 14 in the plan will satisfy the convenience standard set
692765 15 forth in Section 1-15 of this Act, then the Agency shall
693766 16 approve the manufacturer e-waste program plan and provide
694767 17 written notification of the approval to the individual who
695768 18 serves as the point of contact for the manufacturer. The
696769 19 Agency shall make the approved plan available on the

698771 21 (2) If the Agency determines the plan will not satisfy
699772 22 the convenience standard set forth in Section 1-15 of this

765838 17 (b) The Agency shall post on its website a list of all

767840 19 (c) Beginning in program year 2019, a manufacturer whose
768841 20 CEDs are sold or offered for sale in this State for the first
769842 21 time on or after April 1 of a program year must register with
770843 22 the Agency within 30 days after the date the CEDs are first
771844 23 sold or offered for sale in the State.
772845 24 (d) Beginning in program year 2019, manufacturers shall

793866 9 (f) Beginning in program year 2019, no manufacturer may
794867 10 sell or offer for sale a CED in this State unless the
795868 11 manufacturer's brand name is permanently affixed to, and is
796869 12 readily visible on, the CED.
797870 13 (g) In accordance with a contract or agreement with a
798871 14 county, municipality, or municipal joint action agency that
799872 15 has elected to participate in a manufacturer e-waste program
800873 16 under this Act, manufacturers may, either individually or
801874 17 through the manufacturer clearinghouse, audit program
802875 18 collection sites and proposed program collection sites for
803876 19 compliance with the terms and conditions of the contract or
804877 20 agreement. Audits shall be conducted during normal business
805878 21 hours, and a manufacturer or its designee shall provide
806879 22 reasonable notice to the collection site in advance of the
807880 23 audit. Audits of all program collection sites may include,
808881 24 among other things, physical site location visits and
809882 25 inspections and review of processes, procedures, technical

865938 10 upon prior notice to the manufacturer, refer any potential
866939 11 non-compliance to the Agency. A manufacturer clearinghouse may
867940 12 develop and implement policies and procedures that exclude
868941 13 from participation in the manufacturer clearinghouse any
869942 14 manufacturers found by the Illinois Pollution Control Board or
870943 15 a court of competent jurisdiction to have failed to comply
871944 16 with this Act.

895968 5 (b) A retailer shall be considered to have complied with
896969 6 paragraphs (1) and (2) of subsection (a) if:
897970 7 (1) a manufacturer registers with the Agency within 30
898971 8 days of a retailer taking possession of the manufacturer's
899972 9 CED;
900973 10 (2) a manufacturer's registration expires and the
901974 11 retailer ordered the CED prior to the expiration, in which
902975 12 case the retailer may sell the CED, but only if the sale
903976 13 takes place within 180 days of the expiration; or
904977 14 (3) a manufacturer is no longer conducting business
905978 15 and has no successor in interest, in which case the
906979 16 retailer may sell any orphan CED ordered prior to the
907980 17 discontinuation of business.
908981 18 (c) Retailers shall not be considered collectors under the
909982 19 convenience standard and retail collection sites shall not be
910983 20 considered a collection site for the purposes of the
911984 21 convenience standard pursuant to Sections 1-10, 1-15, and 1-25
912985 22 unless otherwise agreed to in writing by the (i) retailer,
913986 23 (ii) operators of the manufacturer e-waste program, and (iii)
914987 24 the applicable county, municipal joint action agency, or
915988 25 municipality if the county, municipal joint action agency, or
916989 26 municipality elects to participate in the manufacturer e-waste

9681041 7 collection, recycling, or other management of CEDs;
9691042 8 (2) conviction in this State or another state of any
9701043 9 crime which is a felony under the laws of this State, or
9711044 10 conviction of a felony in a federal court; or conviction
9721045 11 in this State or another state or federal court of any of
9731046 12 the following crimes: forgery, official misconduct,
9741047 13 bribery, perjury, or knowingly submitting false
9751048 14 information under any environmental law, regulation, or
9761049 15 permit term or condition; or
9771050 16 (3) gross carelessness or incompetence in handling,
9781051 17 storing, processing, transporting, disposing, or otherwise
9791052 18 managing CEDs.
9801053 19 (b) The Agency shall post on the Agency's website a list of
9811054 20 all registered recyclers.
9821055 21 (c) Beginning in program year 2019, no person may act as a
9831056 22 recycler of residential CEDs from covered entities for a
9841057 23 manufacturer's e-waste program unless the recycler is
9851058 24 registered with the Agency as required under this Section.
9861059 25 (d) Beginning in program year 2019, recyclers must, as a

10121085 15 releases, and safety and emergency procedures;
10131086 16 (B) an up-to-date, written plan for the
10141087 17 identification and management of hazardous materials;

10161089 19 (C) an up-to-date, written plan for reporting and
10171090 20 responding to exceptional pollutant releases,
10181091 21 including emergencies such as accidents, spills,
10191092 22 fires, and explosions.
10201093 23 (3) Recyclers must maintain (i) commercial general
10211094 24 liability insurance or the equivalent corporate guarantee
10221095 25 for accidents and other emergencies with limits of not

10441117 11 training or work experience, is appropriately qualified to
10451118 12 evaluate the environmental health and safety conditions,
10461119 13 practices, and procedures of the facility. Documentation
10471120 14 of auditors' qualifications must be available for
10481121 15 inspection by Agency officials and third-party auditors.
10491122 16 (5) Recyclers must maintain on file proof of workers'
10501123 17 compensation and employers' liability insurance.
10511124 18 (6) Recyclers must provide adequate assurance, such as
10521125 19 bonds or corporate guarantees, to cover environmental and
10531126 20 other costs of the closure of the recycler's facility,
10541127 21 including cleanup of stockpiled equipment and materials.
10551128 22 (7) Recyclers must apply due diligence principles to
10561129 23 the selection of facilities to which components and
10571130 24 materials, such as plastics, metals, and circuit boards,
10581131 25 from residential CEDs from covered entities are sent for
10591132 26 reuse and recycling.

10821155 13 floors. Storage areas must be adequate to hold all
10831156 14 processed and unprocessed inventory. When heat is used to

10851158 16 covered entities are shredded, operations must be designed
10861159 17 to control indoor and outdoor hazardous air emissions.
10871160 18 (10) Recyclers must establish a system for identifying
10881161 19 and properly managing components, such as circuit boards,
10891162 20 batteries, cathode-ray tubes, and mercury phosphor lamps,
10901163 21 that are removed from residential CEDs from covered
10911164 22 entities during disassembly. Recyclers must properly
10921165 23 manage all hazardous and other components requiring
10931166 24 special handling from residential CEDs from covered
10941167 25 entities consistent with federal, State, and local laws

11181191 13 (11) Recyclers must use a regularly implemented and
11191192 14 documented monitoring and record-keeping program that
11201193 15 tracks for CEDs from covered entities total inbound
11211194 16 residential CED material weights and total subsequent
11221195 17 outbound weights to each destination, injury and illness
11231196 18 rates, and compliance with applicable permit parameters
11241197 19 including monitoring of effluents and emissions. Recyclers
11251198 20 must maintain contracts or other documents, such as sales
11261199 21 receipts, suitable to demonstrate: (i) the reasonable
11271200 22 expectation that there is a downstream market or uses for
11281201 23 designated electronics, which may include recycling or
11291202 24 reclamation processes such as smelting to recover metals
11301203 25 for reuse; and (ii) that any residuals from recycling or
11311204 26 reclamation processes, or both, are properly handled and

11471220 6 guidelines for the destruction or sanitization of data are
11481221 7 contained in the National Institute of Standards and
11491222 8 Technology's Guidelines for Media Sanitation or those
11501223 9 guidelines certified by the National Association for
11511224 10 Information Destruction.
11521225 11 (13) No recycler may employ prison labor in any
11531226 12 operation related to the collection, transportation, and
11541227 13 recycling of CEDs. No recycler may employ any third party
11551228 14 that uses or subcontracts for the use of prison labor.
11561229 15 (e) Each recycler shall, during each calendar year,
11571230 16 transport from each site that the recycler uses to manage
11581231 17 residential CEDs from covered entities not less than 75% of
11591232 18 the total weight of residential CEDs from covered entities
11601233 19 present at the site during the preceding calendar year. Each
11611234 20 recycler shall maintain on-site records that demonstrate
11621235 21 compliance with this requirement and shall make those records
11631236 22 available to the Agency for inspection and copying.
11641237 23 (f) Nothing in this Act shall prevent a person from acting
11651238 24 as a recycler independently of a manufacturer e-waste program.

11791252 3 Sec. 1-45. Collector responsibilities.
11801253 4 (a) By January 1, 2019, and by January 1 of each year
11811254 5 thereafter for that program year, beginning with program year
11821255 6 2019, a person acting as a collector under a manufacturer
11831256 7 e-waste program shall register with the Agency by completing
11841257 8 and submitting to the Agency the registration form prescribed
11851258 9 by the Agency. The registration form prescribed by the Agency
11861259 10 must include, without limitation, the address of each location
11871260 11 at which the collector accepts residential CEDs from covered

11891262 13 (a-5) The Agency may deny a registration under this
11901263 14 Section if the collector or any employee or officer of the
11911264 15 collector has a history of:
11921265 16 (1) repeated violations of federal, State, or local
11931266 17 laws, regulations, standards, or ordinances related to the
11941267 18 collection, recycling, or other management of CEDs;
11951268 19 (2) conviction in this State or another state of any
11961269 20 crime which is a felony under the laws of this State, or
11971270 21 conviction of a felony in a federal court; or conviction
11981271 22 in this State or another state or federal court of any of
11991272 23 the following crimes: forgery, official misconduct,
12001273 24 bribery, perjury, or knowingly submitting false
12011274 25 information under any environmental law, regulation, or
12021275 26 permit term or condition; or

12231296 11 collection event shall report, to the Agency and to the
12241297 12 manufacturer e-waste program, the total weight, by CED
12251298 13 category, of residential CEDs from covered entities
12261299 14 transported from the program collection site or one-day
12271300 15 collection event during the previous program year.
12281301 16 (e) Each collector that operates a program collection site
12291302 17 or one-day event shall ensure that the collected residential
12301303 18 CEDs from covered entities are sorted and loaded in compliance
12311304 19 with local, State, and federal law. In addition, at a minimum,
12321305 20 the collector shall also comply with the following
12331306 21 requirements:
12341307 22 (1) residential CEDs from covered entities must be
12351308 23 accepted at the program collection site or one-day
12361309 24 collection event unless otherwise provided in this Act;
12371310 25 (2) residential CEDs from covered entities shall be

12661339 18 (A) computer monitors and televisions containing a
12671340 19 cathode-ray tube, other than televisions with wooden
12681341 20 exteriors;
12691342 21 (B) computer monitors and televisions containing a
12701343 22 flat panel screen;
12711344 23 (C) all covered televisions that are residential
12721345 24 CEDs from covered entities;
12731346 25 (D) computers;
12741347 26 (E) all other residential CEDs from covered

12941367 10 (5) each shipment of residential CEDs from covered
12951368 11 entities from a program collection site or one-day
12961369 12 collection event shall include a collector-prepared bill
12971370 13 of lading or similar manifest, which describes the origin
12981371 14 of the shipment and the number of pallets or bulk
12991372 15 containers of residential CEDs from covered entities in
13001373 16 the shipment.
13011374 17 (f) Except as provided in subsection (g) of this Section,
13021375 18 each collector that operates a program collection site or
13031376 19 one-day collection event during a program year shall accept
13041377 20 all residential CEDs from covered entities that are delivered
13051378 21 to the program collection site or one-day collection event
13061379 22 during the program year.
13071380 23 (g) No collector that operates a program collection site
13081381 24 or one-day collection event shall:
13091382 25 (1) accept, at the program collection site or one-day

13311404 11 e-waste program or its recycler, a residential CED from a
13321405 12 covered entity collected at a program collection site or
13331406 13 one-day collection event.
13341407 14 (h) Beginning in program year 2019, registered collectors
13351408 15 participating in county supervised collection programs may
13361409 16 collect a fee for each desktop computer monitor or television
13371410 17 accepted for recycling to cover costs for collection and
13381411 18 preparation for bulk shipment or to cover costs associated
13391412 19 with the requirements of subsection (e) of Section 1-45.
13401413 20 (i) Nothing in this Act shall prevent a person from acting
13411414 21 as a collector independently of a manufacturer e-waste
13421415 22 program.

13691442 14 subsection (a) of Section 1-30 of this Act, multiplied by

13711444 16 (2) the product of the total weight reported for that
13721445 17 CED category by all manufacturers, for the calendar year 2
13731446 18 years before the applicable program year, under paragraph

13771450 22 "Participating manufacturer" means a manufacturer that a

14071480 16 reported to the Agency under subsection (b) of this Section.
14081481 17 "Unadjusted total proportional responsibility" means the
14091482 18 percentage calculated for each participating manufacturer
14101483 19 under subsection (e) of this Section.
14111484 20 (b) By March 1, 2018, each manufacturer clearinghouse
14121485 21 shall provide the Agency with a statement of the return share
14131486 22 for each CED category for program year 2019, and by March 1,
14141487 23 2019, each manufacturer clearinghouse shall provide the Agency

14291502 2 Act, then the manufacturer clearinghouse shall include in the
14301503 3 plan a list of manufacturers that have agreed to participate
14311504 4 in the manufacturer clearinghouse for the upcoming program

14331506 6 (d) By November 1, 2018, and each November 1 thereafter,
14341507 7 the Agency shall provide each manufacturer clearinghouse with
14351508 8 a statement of the unadjusted total proportional
14361509 9 responsibility and adjusted total proportional responsibility
14371510 10 of each of its participating manufacturers for the upcoming
14381511 11 program year.
14391512 12 (e) For each program year, the Agency shall calculate the
14401513 13 unadjusted total proportional responsibility of each
14411514 14 participating manufacturer as follows:
14421515 15 (1) For each CED category, the Agency shall multiply
14431516 16 (i) the participating manufacturer's market share for the
14441517 17 CED category by (ii) the return share for the CED
14451518 18 category, to arrive at the category-specific proportional
14461519 19 responsibility of the participating manufacturer for the
14471520 20 CED category.
14481521 21 (2) The Agency shall then, for each participating
14491522 22 manufacturer, sum the category-specific proportional
14501523 23 responsibilities of the participating manufacturer
14511524 24 calculated under paragraph (1), to arrive at the

14781551 15 allocation methodology established under this Act. Nothing in
14791552 16 this Act shall prevent a manufacturer from using retail or
14801553 17 private network collection sites to satisfy any percentage of
14811554 18 the manufacturer's total responsibilities, including, but not
14821555 19 limited to, the manufacturer's transportation and recycling of
14831556 20 collected residential CEDs from covered entities pursuant to
14841557 21 any allocation methodology established under this Act or by
14851558 22 administrative rule.

15001573 2 (a) There is hereby created an Advisory Electronics
15011574 3 Recycling Task Force, which shall consist of the following 10

15051578 7 (2) two individuals who are representatives of
15061579 8 recycling companies;
15071580 9 (3) two individuals who are representatives from the
15081581 10 manufacturing industry;
15091582 11 (4) one individual who is a representative of a
15101583 12 statewide trade association representing retailers;
15111584 13 (5) one individual who is a representative of a
15121585 14 statewide trade association representing manufacturers;
15131586 15 (6) one individual who is a one representative of a
15141587 16 statewide trade association representing waste disposal
15151588 17 companies; and
15161589 18 (7) one individual who is a representative of a
15171590 19 national trade association representing manufacturers.
15181591 20 Members of the Task Force shall be appointed as soon as
15191592 21 practicable after the effective date of this amendatory Act of
15201593 22 the 100th General Assembly, shall serve for 2-year terms, and
15211594 23 may be reappointed. Vacancies shall be filled by the Director
15221595 24 of the Agency for the remainder of the current term. Members
15231596 25 shall serve voluntarily and without compensation.

15441617 10 Agency's website, a list of agreed-to best practices to be
15451618 11 used at program collection sites and one-day collection events
15461619 12 in the following program year. By November 1, 2026, and each
15471620 13 November 1 thereafter, the Task Force shall submit, to the
15481621 14 Agency for posting on the Agency's website, agreed-to best
15491622 15 practices for a county, municipal joint action agency, or
15501623 16 municipality to elect to participate in a manufacturer e-waste
15511624 17 program and best practices for education and awareness of
15521625 18 covered entities. When establishing best practices, the Task
15531626 19 Force shall consider the desired intent to preserve existing
15541627 20 collection programs and relationships when possible.
15551628 21 (b-5) The Task Force shall receive program updates from
15561629 22 the Agency and e-waste manufacturer program no less frequently
15571630 23 than at each meeting of the Task Force. The Task Force may
15581631 24 discuss and provide program feedback at the option of the Task
15591632 25 Force or upon request of the Agency or e-waste manufacturer
15601633 26 program.
