11 104TH GENERAL ASSEMBLY State of Illinois 2025 and 2026 HB3142 Introduced , by Rep. Tom Weber SYNOPSIS AS INTRODUCED: 20 ILCS 2610/50 new50 ILCS 705/10.27 new Amends the State Police Act. Provides that notwithstanding any other provision of law, on and after the effective date of the amendatory Act, any State mandate regarding the matter of the training of Illinois State Police Officers that necessitates additional expenditures from the Illinois State Police or any State agency shall be void and unenforceable unless the General Assembly makes necessary appropriations to implement that training mandate. Provides that the failure of the General Assembly to make necessary appropriations shall relieve the Illinois State Police or State agency from the obligation to implement any State mandate. Amends the Illinois Police Training Act. 1212 1 AN ACT concerning unfunded police mandates.
1313 2 Be it enacted by the People of the State of Illinois,
1414 3 represented in the General Assembly:
1515 4 Section 5. The State Police Act is amended by adding
1616 5 Section 50 as follows:
1717 6 (20 ILCS 2610/50 new)
1818 7 Sec. 50. Unfunded State mandates; police training.
1919 8 Notwithstanding any other provision of law, on and after the
2020 9 effective date of this amendatory Act of the 104th General
2121 10 Assembly, any State mandate regarding the matter of the
2222 11 training of Illinois State Police Officers that necessitates
2323 12 additional expenditures from the Illinois State Police or any
2424 13 State agency shall be void and unenforceable unless the
2525 14 General Assembly makes necessary appropriations to implement
2626 15 that training mandate. The failure of the General Assembly to
2727 16 make necessary appropriations shall relieve the Illinois State
2828 17 Police or State agency from the obligation to implement any
2929 18 State mandate.
3030 19 Section 10. The Illinois Police Training Act is amended by
