15	15	1 AN ACT concerning local government.
16	16	2 Be it enacted by the People of the State of Illinois,
17	17	3 represented in the General Assembly:
18	18	4 Section 5. The Metropolitan Transit Authority Act is
19	19	5 amended by changing Section 51 as follows:

21	21	7 Sec. 51. Free and reduced fare services; eligibility.
22	22	8 (a) Notwithstanding any law to the contrary, no later than
23	23	9 60 days following January 18, 2008 (the effective date of
24	24	10 Public Act 95-708) and until subsection (b) is implemented,
25	25	11 any fixed route public transportation services provided by, or
26	26	12 under grant or purchase of service contracts of, the Board
27	27	13 shall be provided without charge to all senior citizens of the
28	28	14 Metropolitan Region (as such term is defined in Section 1.03
29	29	15 of the Regional Transportation Authority Act) aged 65 and
30	30	16 older, under such conditions as shall be prescribed by the
31	31	17 Board.
32	32	18 (b) Notwithstanding any law to the contrary, no later than
33	33	19 180 days following February 14, 2011 (the effective date of
34	34	20 Public Act 96-1527), any fixed route public transportation
35	35	21 services provided by, or under grant or purchase of service
36	36	22 contracts of, the Board shall be provided without charge to
37	37	23 senior citizens aged 65 and older whose income does not exceed

82	82	1 105% of who meet the income eligibility limitation set forth
83	83	2 in subsection (a-5) of Section 4 of the Senior Citizens and
84	84	3 Persons with Disabilities Property Tax Relief Act, under such
85	85	4 conditions as shall be prescribed by the Board. The Department
86	86	5 on Aging shall furnish all information reasonably necessary to
87	87	6 determine eligibility, including updated lists of individuals
88	88	7 who are eligible for services without charge under this
89	89	8 Section. After an initial eligibility determination is made,
90	90	9 an individual's eligibility for free services shall
91	91	10 automatically renew every 5 years after receipt by the
92	92	11 Authority of a copy of the individual's government-issued
93	93	12 identification card validating Illinois residency. Nothing in
94	94	13 this Section shall relieve the Board from providing reduced
95	95	14 fares as may be required by federal law.
96	96	15 (c) The Board shall partner with the City of Chicago to
97	97	16 provide transportation at reduced fares for participants in
98	98	17 programs that offer employment and internship opportunities to
99	99	18 youth and young adults ages 14 through 24.
