1313 1 AN ACT concerning State government.
1414 2 Be it enacted by the People of the State of Illinois,
1515 3 represented in the General Assembly:
1616 4 Section 5. The State Salary and Annuity Withholding Act is
1717 5 amended by changing Section 4 as follows:
1818 6 (5 ILCS 365/4) (from Ch. 127, par. 354)
1919 7 Sec. 4. Authorization of withholding. An employee or
2020 8 annuitant may authorize the withholding of a portion of his
2121 9 salary, wages, or annuity for any one or more of the following
2222 10 purposes:
2323 11 (1) for purchase of United States Savings Bonds;
2424 12 (2) for payment of premiums on life or accident and
2525 13 health insurance as defined in Section 4 of the "Illinois
2626 14 Insurance Code", approved June 29, 1937, as amended, and
2727 15 for payment of premiums on policies of automobile
2828 16 insurance as defined in Section 143.13 of the "Illinois
2929 17 Insurance Code", as amended, and the personal multiperil
3030 18 coverages commonly known as homeowner's insurance.
3131 19 However, no portion of salaries, wages or annuities may be
3232 20 withheld to pay premiums on automobile, homeowner's, life
3333 21 or accident and health insurance policies issued by any
3434 22 one insurance company or insurance service company unless
3535 23 a minimum of 100 employees or annuitants insured by that

7474 1 company authorize the withholding by an Office within 6
7575 2 months after such withholding begins. If such minimum is
7676 3 not satisfied the Office may discontinue withholding for
7777 4 such company. For any insurance company or insurance
7878 5 service company which has not previously had withholding,
7979 6 the Office may allow withholding for premiums, where less
8080 7 than 100 policies have been written, to cover a
8181 8 probationary period. An insurance company which has
8282 9 discontinued withholding may reinstate it upon
8383 10 presentation of facts indicating new management or
8484 11 re-organization satisfactory to the Office;
8585 12 (3) for payment to any labor organization designated
8686 13 by the employee;
8787 14 (4) for payment of dues to any association the
8888 15 membership of which consists of State employees and former
8989 16 State employees;
9090 17 (5) for deposit in any credit union, in which State
9191 18 employees are within the field of membership as a result
9292 19 of their employment;
9393 20 (6) for payment to or for the benefit of an
9494 21 institution of higher education by an employee of that
9595 22 institution;
9696 23 (7) for payment of parking fees at the parking
9797 24 facilities located on the Urbana-Champaign campus of the
9898 25 University of Illinois;
9999 26 (8) for voluntary payment to the State of Illinois of

113113 4 pursuant to Section 529 of the Internal Revenue Code or

116116 7 (10) for voluntary payment to the Illinois Department
117117 8 of Revenue of amounts due or to become due under the
118118 9 Illinois Income Tax Act;
119119 10 (11) for payment of optional contributions to a
120120 11 retirement system subject to the provisions of the
121121 12 Illinois Pension Code;
122122 13 (12) for contributions to organizations found
123123 14 qualified by the State Comptroller under the requirements
124124 15 set forth in the Voluntary Payroll Deductions Act of 1983;
125125 16 (13) for payment of fringe benefit contributions to
126126 17 employee benefit trust funds (whether such employee
127127 18 benefit trust funds are governed by the Employee
128128 19 Retirement Income Security Act of 1974, as amended, 29
129129 20 U.S.C. 1001 et seq. or not) for State contractual
130130 21 employees hired through labor organizations and working
131131 22 pursuant to a signed agreement between a labor
132132 23 organization and a State agency, whether subject to the
133133 24 Illinois Prevailing Wage Act or not; this item (13) is not
134134 25 intended to limit employee benefit trust funds and the
135135 26 contributions to be made thereto to be limited to those

147147 2 prevailing wage in any particular locale, but rather such
148148 3 employee benefit trusts are intended to include
149149 4 contributions to be made to such funds that are intended
150150 5 to assist in training, building and maintenance, industry
151151 6 advancement, and the like, including but not limited to
152152 7 those benefit trust funds such as pension and welfare that
153153 8 are normally computed in the prevailing wage rates and
154154 9 which otherwise would be subject to contribution
155155 10 obligations by private employers that are signatory to
156156 11 agreements with labor organizations;
157157 12 (14) for voluntary payment as part of the Illinois
158158 13 Gives Initiative under Section 26 of the State Comptroller
159159 14 Act; or
160160 15 (15) for payment of parking fees at the underground
161161 16 facility located at the intersection of South Spring
162162 17 Street and West Edwards Street south of the William G.
163163 18 Stratton State Office Building in Springfield or the
164164 19 parking ramp located at 401 South College Street, west of
165165 20 the William G. Stratton State Office Building in
166166 21 Springfield.

181181 2 Sec. 12. Parking fees; leases.
182182 3 (a) The Secretary of State shall impose a fee of $20 per
183183 4 month payable by all State employees parking vehicles in the
184184 5 underground parking facility located at the intersection of
185185 6 South Spring Street and West Edwards Street south of the
186186 7 William G. Stratton State Office Building in Springfield and
187187 8 the parking ramp located at 401 South College Street located
188188 9 west of the William G. Stratton State Office Building in
189189 10 Springfield, unless a non-State employee requests a space
190190 11 located in either garage, in which case the Secretary shall
191191 12 set the fee by rule. Except as otherwise provided in this
192192 13 Section, State officers and employees who make application for
193193 14 and are allotted parking places in such parking facilities
194194 15 shall authorize the Comptroller to deduct the required fees
195195 16 from their payroll checks under the State Salary and Annuity
196196 17 Withholding Act and the amounts so withheld shall be deposited
197197 18 as provided in Section 8 of that Act. Until December 31, 2024,
198198 19 members and employees of the General Assembly who make
199199 20 application for and are allotted parking places in such
200200 21 parking facilities may, alternatively, upon application by the
201201 22 Secretary of the Senate or the Clerk of the House of
202202 23 Representatives, have their parking fee paid by the General
203203 24 Assembly. The amounts paid in this instance would also be
204204 25 deposited as provided in Section 8 of the State Salary and
205205 26 Annuity Withholding Act. The President of the Senate and the

216216 1 Speaker of the House of Representatives may authorize payment
217217 2 of the fees from appropriations made to the General Assembly.
218218 3 Persons who are not subject to the State Salary and Annuity
219219 4 Withholding Act and who are allotted parking places under this
220220 5 Section shall pay the required fees directly to the Office of
221221 6 the Secretary of State and the amounts so collected shall be
222222 7 deposited in the State Parking Facility Maintenance Fund in
223223 8 the State Treasury.
224224 9 (b) The Secretary of State may enter into agreements with
225225 10 public or private entities or individuals to lease to those
226226 11 entities or individuals parking spaces at State-owned
227227 12 Secretary of State facilities. Such agreements may be executed
228228 13 only upon a determination by the Secretary that leasing the
229229 14 parking spaces will not adversely impact the delivery of
230230 15 services to the public. The fee to be charged to the entity or
231231 16 individual leasing the parking spaces shall be established by
232232 17 rule. All funds collected by the Secretary pursuant to such
233233 18 leases shall be deposited in the State Parking Facility
234234 19 Maintenance Fund and shall be used for the maintenance and
235235 20 repair of parking lots at State-owned Secretary of State
236236 21 facilities.

251251 2 Sec. 8A-15. Master plan.
252252 3 (a) The term "legislative complex" means (i) the buildings
253253 4 and facilities located in Springfield, Illinois, and occupied
254254 5 in whole or in part by the General Assembly or any of its
255255 6 support service agencies, (ii) the grounds, walkways, and
256256 7 pedestrian or utility tunnels surrounding or connected to
257257 8 those buildings and facilities, and (iii) the off-street
258258 9 parking areas serving those buildings and facilities,
259259 10 including parking lots D, DD, E, F, G, H, O, M, N, R, S, and
260260 11 the underground legislative parking garage located at 301
261261 12 South College Street in Springfield under parking lot O.
262262 13 (b) The Architect of the Capitol shall prepare and
263263 14 implement a long-range master plan of development for the
264264 15 State Capitol Building, the remaining portions of the
265265 16 legislative complex, and the land and State buildings and
266266 17 facilities within the area bounded by Washington, Third, Cook,
267267 18 and Walnut Streets and the land and State buildings and
268268 19 facilities within the area bounded by Madison, Klein, Mason,
269269 20 and Rutledge Streets that addresses the improvement,
270270 21 construction, historic preservation, restoration,
271271 22 maintenance, repair, and landscaping needs of these State
272272 23 buildings and facilities and the land. The Architect of the
273273 24 Capitol shall submit the master plan to the Capitol Historic
274274 25 Preservation Board for its review and comment. The Board must
275275 26 confine its review and comment to those portions of the master

286286 1 plan that relate to areas other than the State Capitol
287287 2 Building. The Architect may incorporate suggestions of the
288288 3 Board into the master plan. The master plan must be submitted
289289 4 to and approved by the Board of the Office of the Architect of
290290 5 the Capitol before its implementation.
291291 6 The Architect of the Capitol may change the master plan
292292 7 and shall submit changes in the master plan that relate to
293293 8 areas other than the State Capitol Building to the Capitol
294294 9 Historic Preservation Board for its review and comment. All
295295 10 changes in the master plan must be submitted to and approved by
296296 11 the Board of the Office of the Architect of the Capitol before
297297 12 implementation.
298298 13 (c) The Architect of the Capitol must review the master
299299 14 plan every 5 years or at the direction of the Board of the
300300 15 Office of the Architect of the Capitol. Changes in the master
301301 16 plan resulting from this review must be made in accordance
302302 17 with the procedure provided in subsection (b).
303303 18 (d) Notwithstanding any other law to the contrary, the
304304 19 Architect of the Capitol has the sole authority to contract
305305 20 for all materials and services necessary for the
306306 21 implementation of the master plan. The Architect (i) may
307307 22 comply with the procedures established by the Joint Committee
308308 23 on Legislative Support Services under Section 1-4 or (ii) upon
309309 24 approval of the Board of the Office of the Architect of the
310310 25 Capitol, may, but is not required to, comply with a portion or
311311 26 all of the Illinois Procurement Code when entering into

322322 1 contracts under this subsection. The Architect's compliance
323323 2 with the Illinois Procurement Code shall not be construed to
324324 3 subject the Architect or any other entity of the legislative
325325 4 branch to the Illinois Procurement Code with respect to any
326326 5 other contract.
327327 6 The Architect may enter into agreements with other State
328328 7 agencies for the provision of materials or performance of
329329 8 services necessary for the implementation of the master plan.
330330 9 State officers and agencies providing normal, day-to-day
331331 10 repair, maintenance, or landscaping or providing security,
332332 11 commissary, utility, parking, banking, tour guide, event
333333 12 scheduling, or other operational services for buildings and
334334 13 facilities within the legislative complex immediately prior to
335335 14 the effective date of this amendatory Act of the 93rd General
336336 15 Assembly shall continue to provide that normal, day-to-day
337337 16 repair, maintenance, or landscaping or those services on the
338338 17 same basis, whether by contract or employees, that the repair,
339339 18 maintenance, landscaping, or services were provided
340340 19 immediately prior to the effective date of this amendatory Act
341341 20 of the 93rd General Assembly, subject to the provisions of the
342342 21 master plan and with the approval of or as otherwise directed
343343 22 by the Architect of the Capitol.
344344 23 (e) The Architect of the Capitol shall monitor and approve
345345 24 all construction, preservation, restoration, maintenance,
346346 25 repair, and landscaping work in the legislative complex and
347347 26 implementation of the master plan, as well as activities that
