Laura Faver Dias SYNOPSIS AS INTRODUCED: 105 ILCS 25/1.12 new105 ILCS 128/60 Amends the Interscholastic Athletic Organization Act. Provides that an association or other entity that has as one of its purposes promoting, sponsoring, regulating, or in any manner providing for interscholastic athletics or any form of athletic competition among schools and students within this State shall require all school coaches to obtain and maintain certification in cardiopulmonary resuscitation (CPR), first aid, and the use of an automatic external defibrillator (AED). Requires certification in CPR and AED use to be consistent with national, evidence-based, emergency cardiovascular care guidelines. Amends the School Safety Drill Act. Provides that a cardiac emergency response plan shall include (i) establishing a cardiac emergency response team that is certified in cardiopulmonary resuscitation and the use of an automated external defibrillator and (ii) the use of annual cardiac response drills to practice the steps established in the cardiac emergency response plan, in partnership with local emergency medical services. 314 1 AN ACT concerning education.
415 2 Be it enacted by the People of the State of Illinois,
516 3 represented in the General Assembly:
617 4 Section 5. The Interscholastic Athletic Organization Act
718 5 is amended by adding Section 1.12 as follows:

920 7 Sec. 1.12. Mandatory certification in CPR, first aid, and
1021 8 use of an AED. An association or other entity that has as one
1122 9 of its purposes promoting, sponsoring, regulating, or in any
1223 10 manner providing for interscholastic athletics or any form of
1324 11 athletic competition among schools and students within this
14-12 State shall require all paid school head coaches or chief
15-13 sponsors of the activity to obtain and maintain certification
16-14 in cardiopulmonary resuscitation (CPR), first aid, and the use
17-15 of an automatic external defibrillator (AED). Certification in
18-16 CPR and AED use shall be consistent with national,
19-17 evidence-based, emergency cardiovascular care guidelines.
25+12 State shall require all school coaches to obtain and maintain
26+13 certification in cardiopulmonary resuscitation (CPR), first
27+14 aid, and the use of an automatic external defibrillator (AED).
28+15 Certification in CPR and AED use shall be consistent with
29+16 national, evidence-based, emergency cardiovascular care
30+17 guidelines.

32-1 (a) A school district and a private school shall develop a
33-2 cardiac emergency response plan (CERP) in place in accordance
34-3 with guidelines set forth by either the American Heart
35-4 Association, Project ADAM, or other nationally recognized,
36-5 evidence-based standards that addresses the appropriate
37-6 response to incidents involving an individual experiencing
38-7 sudden cardiac arrest or a similar life-threatening emergency
39-8 while at a school or at a school-sponsored activity or event.
40-9 The plan must be distributed to all teachers, administrators,
41-10 school support personnel, coaches, and other school staff
42-11 identified by school administrators at each school.
43-12 (b) A cardiac emergency response plan shall include, but
44-13 is not limited to, the following:
45-14 (1) Procedures to follow in the event of a cardiac
46-15 emergency while on school premises at a school.
47-16 (2) A listing of every automated external
48-17 defibrillator (AED) that is present. Each automated
49-18 external defibrillator shall be and clearly marked,
50-19 maintained as recommended by the manufacturer, and or
51-20 easily accessible at school athletic venues and events and
52-21 at school and the maintenance schedule for the automated
53-22 external defibrillator. The automated external
54-23 defibrillators shall be installed in accordance with the
55-24 Physical Fitness Facility Medical Emergency Preparedness
56-25 Act, guidelines from the American Heart Association, or
57-26 other nationally recognized guidelines focused on

78-11 that is trained in cardiopulmonary resuscitation and the
79-12 use of an AED consistent with national evidence-based,
80-13 emergency cardiovascular care guidelines.
81-14 (5) The use of annual cardiac response drills to
82-15 practice the steps established in the cardiac emergency
83-16 response plan, in partnership with local emergency medical
84-17 services. Cardiac response drills may be conducted without
85-18 student participation.
