12	12	1 AN ACT concerning criminal law.
13	13	2 Be it enacted by the People of the State of Illinois,
14	14	3 represented in the General Assembly:
15	15	4 Section 5. The Wrongs to Children Act is amended by
16	16	5 changing Sections 1 and 5 as follows:

18	18	7 Sec. 1. Prohibited activities involving children.
19	19	8 (a) It shall be unlawful for any person having the care,
20	20	9 custody or control of any child under the age of fourteen
21	21	10 years, to exhibit, use or employ, or in any manner, or under
22	22	11 any pretense, sell, apprentice, give away, let out, or
23	23	12 otherwise dispose of any such child to any person in or for the
24	24	13 vocation or occupation, service or purpose of singing, playing
25	25	14 on musical instruments, rope or wire walking, dancing,
26	26	15 begging, or peddling, or as a gymnast, contortionist, rider or
27	27	16 acrobat in any place whatsoever, or for any obscene, indecent
28	28	17 or immoral purpose, exhibition or practice whatsoever, or for,
29	29	18 or in any business, exhibition or vocation injurious to the
30	30	19 health or dangerous to the life or limb of such child, or
31	31	20 cause, procure or encourage any such child to engage therein.
32	32	21 Nothing in this section contained shall apply to or affect the
33	33	22 employment or use of any such child as a singer or musician in
34	34	23 any church, school or academy (or at any respectable

71	71	1 entertainment), or the teaching or learning the science or
72	72	2 practice of music.
73	73	3 (b) It is unlawful for a child under 18 years of age to
74	74	4 engage in panhandling. As used in this subsection (b),
75	75	5 "panhandling" means the selling of food products or other
76	76	6 items; or begging for money or asking for monetary donations
77	77	7 unless the child is representing a nonprofit organization.
78	78	8 "Panhandling" does not include a solicitation of money or a
79	79	9 gratuity for:
80	80	10 (1) a religious organization such as a church,
81	81	11 synagogue, mosque, temple, or other organized religion;
82	82	12 (2) a recognized charity or organization that is
83	83	13 exempt from full or partial taxation under Section 501 of
84	84	14 the Internal Revenue Code of 1986; or
85	85	15 (3) a friend or family member either in person or
86	86	16 through the Internet.
