14 | 14 | | 4 Section 1. Short title. This Act may be cited as the |

16 | 16 | | 6 Section 5. Definition. As used in this Act, "HUBZone |

17 | 17 | | 7 business" means a business that operates and employs people in |
---|
18 | 18 | | 8 Historically Underutilized Business Zones (HUBZone) as |
---|
19 | 19 | | 9 designated by the federal HUBZone Empowerment Act. |

20 | 20 | | 10 Section 10. HUBZone Center of Excellence. |

21 | 21 | | 11 (a) The Department of Commerce and Economic Opportunity |

22 | 22 | | 12 shall create the HUBZone Center of Excellence. The HUBZone |
---|
23 | 23 | | 13 Center of Excellence shall serve as a center for HUBZone |
---|
24 | 24 | | 14 business development and provide sustainable opportunities for |
---|
25 | 25 | | 15 underserved communities. The HUBZone Center of Excellence |
---|
26 | 26 | | 16 shall prioritize creating wealth and sustainability in |
---|
27 | 27 | | 17 HUBZones through economic development, education, and |

29 | 29 | | 19 (b) The Department shall purchase or renovate a building |

30 | 30 | | 20 located in a HUBZone in this State to serve as the location of |

77 | 77 | | 11 (4) IT specialists to maintain technology |

79 | 79 | | 13 (d) The Center shall use artificial intelligence systems |

80 | 80 | | 14 to facilitate proposals, increase transparency, and improve |
---|
81 | 81 | | 15 outcomes. |

82 | 82 | | 16 Section 15. Duties of the Center. The Department of |
---|
83 | 83 | | 17 Commerce and Economic Opportunity shall assist the Center in |
---|
84 | 84 | | 18 the following duties: |
---|
85 | 85 | | 19 (1) encouraging economic development, including: |
---|
86 | 86 | | 20 (A) creating jobs in HUBZones, benefiting |
---|
87 | 87 | | 21 communities across the political spectrum and |
---|
88 | 88 | | 22 promoting bipartisan support; and |
---|
89 | 89 | | 23 (B) empowering minority-owned businesses with |
---|
90 | 90 | | 24 tools and training for success; |
---|
91 | 91 | | 25 (2) providing education and skills training, |
---|

113 | 113 | | 12 (a) The Department of Commerce and Economic Opportunity |

114 | 114 | | 13 shall establish an operational plan for the Center as follows: |

115 | 115 | | 14 (1) for the 4 years following the establishment of the |
---|
116 | 116 | | 15 Center: |

117 | 117 | | 16 (A) establish operations, build capacity, and |
---|
118 | 118 | | 17 provide education and training; |
---|
119 | 119 | | 18 (B) achieve an annual target of 182 proposals |
---|
120 | 120 | | 19 submitted, securing a 20% win rate; and |
---|
121 | 121 | | 20 (C) recirculate public and private resources |
---|
122 | 122 | | 21 within the community; and |
---|
123 | 123 | | 22 (2) after 4 following the establishment of the Center: |

124 | 124 | | 23 (A) transition to partial self-sustainability by |
---|
125 | 125 | | 24 implementing a fee-for-service model; |

126 | 126 | | 25 (B) offer services, including RFP development |
