1414 1 AN ACT concerning government.
1515 2 Be it enacted by the People of the State of Illinois,
1616 3 represented in the General Assembly:
1717 4 Section 15. The Election Code is amended by changing

2020 7 Sec. 1-6. Computing dates of various acts; Saturday,
2121 8 Sunday, and holidays.
2222 9 (a) If the first or last day fixed by law to do any act
2323 10 required or allowed by this Code falls on a State holiday or a
2424 11 Saturday or a Sunday, the period shall extend through the
2525 12 first business day next following the day otherwise fixed as
2626 13 the first or last day, irrespective of whether any election

164164 20 (b) A school board or other entity eligible to apply for
165165 21 waivers and modifications under Section 2-3.25g of this Code
166166 22 is authorized to hold school or schedule teachers' institutes,
167167 23 parent-teacher conferences, or staff development on the third
168168 24 Monday in January (the Birthday of Dr. Martin Luther King,
169169 25 Jr.); February 12 (the Birthday of President Abraham Lincoln);

183183 3 (1) the person or persons honored by the holiday are
184184 4 recognized through instructional activities conducted on
185185 5 that day or, if the day is not used for student attendance,
186186 6 on the first school day preceding or following that day;

188188 8 (2) the entity that chooses to exercise this authority
189189 9 first holds a public hearing about the proposal. The
190190 10 entity shall provide notice preceding the public hearing
191191 11 to both educators and parents. The notice shall set forth
192192 12 the time, date, and place of the hearing, describe the
193193 13 proposal, and indicate that the entity will take testimony
194194 14 from educators and parents about the proposal.
195195 15 (c) Commemorative holidays, which recognize specified
196196 16 patriotic, civic, cultural or historical persons, activities,
197197 17 or events, are regular school days. Commemorative holidays
198198 18 are: January 17 (the birthday of Muhammad Ali), January 28 (to
199199 19 be known as Christa McAuliffe Day and observed as a
200200 20 commemoration of space exploration), February 15 (the birthday
201201 21 of Susan B. Anthony), March 29 (Viet Nam War Veterans' Day),
202202 22 September 11 (September 11th Day of Remembrance), September 17
203203 23 (Constitution Day), the school day immediately preceding
204204 24 Veterans' Day (Korean War Veterans' Day), October 1 (Recycling
205205 25 Day), October 7 (Iraq and Afghanistan Veterans Remembrance
206206 26 Day), December 7 (Pearl Harbor Veterans' Day), and any day so

217217 1 appointed by the President or Governor. School boards may
218218 2 establish commemorative holidays whenever in their judgment
219219 3 such action is advisable. School boards shall include
220220 4 instruction relative to commemorated persons, activities, or
221221 5 events on the commemorative holiday or at any other time
222222 6 during the school year and at any point in the curriculum when
223223 7 such instruction may be deemed appropriate. The State Board of
224224 8 Education shall prepare and make available to school boards
225225 9 instructional materials relative to commemorated persons,
226226 10 activities, or events which may be used by school boards in
227227 11 conjunction with any instruction provided pursuant to this
228228 12 paragraph.
229229 13 (d) City of Chicago School District 299 shall observe
230230 14 March 4 of each year as a commemorative holiday. This holiday
231231 15 shall be known as Mayors' Day which shall be a day to
232232 16 commemorate and be reminded of the past Chief Executive
233233 17 Officers of the City of Chicago, and in particular the late
234234 18 Mayor Richard J. Daley and the late Mayor Harold Washington.
235235 19 If March 4 falls on a Saturday or Sunday, Mayors' Day shall be
236236 20 observed on the following Monday.
237237 21 (e) Notwithstanding any other provision of State law to
238238 22 the contrary, November 3, 2020 shall be a State holiday known
239239 23 as 2020 General Election Day and shall be observed throughout
240240 24 the State pursuant to Public Act 101-642. All government
241241 25 offices, with the exception of election authorities, shall be
242242 26 closed unless authorized to be used as a location for election

324324 2 Any such resolution shall be deemed effective for the purpose
325325 3 of this Section only when a copy thereof, certified by an
326326 4 officer having charge of the records of such bank, is filed
327327 5 with the Recorder of the county in which such bank is located
328328 6 and published once each week for 3 successive weeks in a
329329 7 newspaper of general circulation in such county. Such
330330 8 publication shall be accomplished by, and at the expense of,
331331 9 the bank, and the bank shall submit to the Commissioner of
332332 10 Banks and Real Estate such evidence of the publication as the
333333 11 Commissioner shall deem appropriate. Any such selection shall
334334 12 remain in full force and effect until a copy of the later
335335 13 resolution of the board of directors of such bank, certified
336336 14 in like manner, terminating or altering any such prior
337337 15 selection shall be filed and published in the same manner as
338338 16 such prior resolution.
339339 17 (c) If an occasion arises when a state bank wishes to
340340 18 remain closed on a particular day, other than a day on which
341341 19 the bank has selected to remain closed on a regular basis as
342342 20 provided in this Section, such state bank may remain closed on
343343 21 such an occasion after first sending to the Commissioner a
344344 22 copy of a resolution adopted by the board of directors
345345 23 authorizing the bank to remain closed on such occasion and
346346 24 notice of the intent to remain closed on such occasion shall be
347347 25 conspicuously posted in the lobby of the main banking office
348348 26 and any branches of such bank for at least 3 weeks in advance

359359 1 of such occasion. Any day which any bank doing business within
360360 2 the State shall select to remain closed pursuant to this
361361 3 Section shall, with respect to such bank, be treated and
362362 4 considered as a Sunday.
363363 5 (d) All legal holidays, the half holidays and any day
364364 6 selected by a bank doing business within the State to remain
365365 7 closed, shall, for all purposes whatsoever, as regards the
366366 8 presenting for payment or acceptance, the maturity and
367367 9 protesting and giving of notice of the dishonor of bills of
368368 10 exchange, bank checks and promissory notes and other
369369 11 negotiable or commercial paper or instrument, be treated and
370370 12 considered as a Sunday. When any such holidays, except
371371 13 Juneteenth National Freedom Day, fall on Sunday, the Monday
372372 14 next following shall be held and considered such holiday. All
373373 15 notes, bills, drafts, checks or other evidence of
374374 16 indebtedness, falling due or maturing on either of such days,
375375 17 shall be deemed as due or maturing upon the day following, and
376376 18 when 2 or more of these days come together, or immediately
377377 19 succeeding each other, then such instruments, paper or
378378 20 indebtedness shall be deemed as due or having matured on the
379379 21 day following the last of such days.
380380 22 (e) Any act authorized, required or permitted to be
381381 23 performed at or by or with respect to any bank doing business
382382 24 within the State on a day which it has selected to remain
383383 25 closed under this Section may be so performed on the next
384384 26 succeeding business day and no liability or loss of rights of
