11 104TH GENERAL ASSEMBLY State of Illinois 2025 and 2026 HB3534 Introduced , by Rep. Tony M. McCombie SYNOPSIS AS INTRODUCED: 305 ILCS 5/12-21.22 new Amends the Administration Article of the Illinois Public Aid Code. Provides that by January 1, 2026, and every January 1 thereafter, the Department of Healthcare and Family Services shall publish on its official website a complete and comprehensive report of its receipts and expenditures under the Medical Assistance program during the prior fiscal year. Requires the report to be organized by type of service and to detail all State and federal funds received, allocated, and expended during the reporting year, including the amount of any federal matching funds or reimbursements received by the Department for federally mandated services, State optional services, waiver services, and services provided to noncitizens. Requires the report to also include a detailed accounting of any State or federal funds appropriated to the Department for the Medical Assistance program in a prior fiscal year that were subsequently allocated and expended for covered services during the reporting year. Provides that the first report due January 1, 2026 shall include a compilation of individual reports on funding receipts and expenditures under the Medical Assistance program for State fiscal years 2018 through 2025. 1111 1 AN ACT concerning public aid.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The Illinois Public Aid Code is amended by
1515 5 adding Section 12-21.22 as follows:

1717 7 Sec. 12-21.22. Transparency reports. By January 1, 2026,
1818 8 and every January 1 thereafter, the Department of Healthcare
1919 9 and Family Services shall publish on its official website a
2020 10 complete and comprehensive report of its receipts and
2121 11 expenditures under the Medical Assistance program during the
2222 12 prior fiscal year. The report shall be organized by type of
2323 13 service and detail all State and federal funds received,
2424 14 allocated, and expended during the reporting year, including
2525 15 the amount of any federal matching funds or reimbursements
2626 16 received by the Department for federally mandated services,
2727 17 State optional services, waiver services, and services
2828 18 provided to noncitizens. The report shall also include a
2929 19 detailed accounting of any State or federal funds appropriated
3030 20 to the Department for the Medical Assistance program in a
3131 21 prior fiscal year that were subsequently allocated and
3232 22 expended for covered services during the reporting year. The
