11	11	1 AN ACT concerning children.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Department of Early Childhood Act is
15	15	5 amended by changing Section 1-30 as follows:
16	16	6 (325 ILCS 3/1-30)
17	17	7 Sec. 1-30. General powers and duties.
18	18	8 (a) The Department shall exercise the rights, powers,
19	19	9 duties, and functions provided by law, including, but not
20	20	10 limited to, the rights, powers, duties, and functions
21	21	11 transferred to the Department.
22	22	12 (a-5) The Department shall establish an Early Childhood
23	23	13 Integrated Data System (ECIDS) to make equity driven,
24	24	14 inclusive, and data-informed decisions that create a simpler,
25	25	15 better, and fairer system for all Illinois children and
26	26	16 families.
27	27	17 The Department shall develop public analytic portals and
28	28	18 query tools for parents and communities to access aggregated
29	29	19 integrated data from the ECIDS system to the extent permitted
30	30	20 by State and federal confidentiality requirements.
31	31	21 (b) The Department may employ personnel (in accordance
32	32	22 with the Personnel Code and any applicable collective
33	33	23 bargaining agreements), provide facilities, contract for goods
