11	11	1 AN ACT concerning local government.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Illinois Municipal Code is amended by
15	15	5 changing Section 11-74.4-3.5 as follows:

17	17	7 Sec. 11-74.4-3.5. Completion dates for redevelopment
18	18	8 projects.
19	19	9 (a) Unless otherwise stated in this Section, the estimated
20	20	10 dates of completion of the redevelopment project and
21	21	11 retirement of obligations issued to finance redevelopment
22	22	12 project costs (including refunding bonds under Section
23	23	13 11-74.4-7) may not be later than December 31 of the year in
24	24	14 which the payment to the municipal treasurer, as provided in
25	25	15 subsection (b) of Section 11-74.4-8 of this Act, is to be made
26	26	16 with respect to ad valorem taxes levied in the 23rd calendar
27	27	17 year after the year in which the ordinance approving the
28	28	18 redevelopment project area was adopted if the ordinance was
29	29	19 adopted on or after January 15, 1981 and before July 1, 2025.

79	79	12 finance redevelopment project costs (including refunding bonds
80	80	13 under Section 11-74.4-7) may not be later than December 31 of
81	81	14 the year in which the payment to the municipal treasurer, as
82	82	15 provided in subsection (b) of Section 11-74.4-8 of this Act,
83	83	16 is to be made with respect to ad valorem taxes levied in the
84	84	17 35th calendar year after the year in which the ordinance
85	85	18 approving the redevelopment project area was adopted.
86	86	19 (a-7) A municipality may adopt tax increment financing for
87	87	20 a redevelopment project area located in a transit facility
88	88	21 improvement area that also includes real property located
89	89	22 within an existing redevelopment project area established
90	90	23 prior to August 12, 2016 (the effective date of Public Act
91	91	24 99-792). In such case: (i) the provisions of this Division
92	92	25 shall apply with respect to the previously established
93	93	26 redevelopment project area until the municipality adopts, as

105	105	2 Division, an ordinance dissolving the special tax allocation
106	106	3 fund for such redevelopment project area and terminating the
107	107	4 designation of such redevelopment project area as a
108	108	5 redevelopment project area; and (ii) after the effective date
109	109	6 of the ordinance described in (i), the provisions of this
110	110	7 Division shall apply with respect to the subsequently
111	111	8 established redevelopment project area located in a transit
112	112	9 facility improvement area.
113	113	10 (b) The estimated dates of completion of the redevelopment
114	114	11 project and retirement of obligations issued to finance
115	115	12 redevelopment project costs (including refunding bonds under
116	116	13 Section 11-74.4-7) may not be later than December 31 of the
117	117	14 year in which the payment to the municipal treasurer as
118	118	15 provided in subsection (b) of Section 11-74.4-8 of this Act is
119	119	16 to be made with respect to ad valorem taxes levied in the 32nd
120	120	17 calendar year after the year in which the ordinance approving
121	121	18 the redevelopment project area was adopted if the ordinance
122	122	19 was adopted on September 9, 1999 by the Village of Downs.
