11 104TH GENERAL ASSEMBLY State of Illinois 2025 and 2026 HB3715 Introduced , by Rep. Rita Mayfield SYNOPSIS AS INTRODUCED: New Act Creates the Nondiscrimination in State Contracts and Grants Act. Prohibits the State from awarding a contract or grant to any person, business, or entity that engages in discrimination as defined in the Act. Defines "discrimination" to mean if the business or entity engages in "sexual orientation change efforts" or "conversion therapy". "Sexual orientation change efforts" or "conversion therapy" means any practices or treatments that seek to change an individual's sexual orientation, as defined by in the Illinois Human Rights Act, including efforts to change behaviors or gender expressions or to eliminate or reduce sexual or romantic attractions or feelings towards individuals of the same sex. "Sexual orientation change efforts" or "conversion therapy" does not include counseling or mental health services that provide acceptance, support, and understanding of a person without seeking to change sexual orientation or mental health services that facilitate a person's coping, social support, and gender identity exploration and development, including sexual orientation neutral interventions to prevent or address unlawful conduct or unsafe sexual practices, without seeking to change sexual orientation. 1111 1 AN ACT concerning government.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 1. Short title. This Act may be cited as the
1515 5 Nondiscrimination in State Contracts and Grants Act.
1616 6 Section 5. Definitions. For the purposes of this Act:
1717 7 "Sexual orientation change efforts" or "conversion
1818 8 therapy" means any practices or treatments that seek to change
1919 9 an individual's sexual orientation, as defined by subsection
2020 10 (O-1) of Section 1-103 of the Illinois Human Rights Act,
2121 11 including efforts to change behaviors or gender expressions or
2222 12 to eliminate or reduce sexual or romantic attractions or
2323 13 feelings towards individuals of the same sex. "Sexual
2424 14 orientation change efforts" or "conversion therapy" does not
2525 15 include counseling or mental health services that provide
2626 16 acceptance, support, and understanding of a person without
2727 17 seeking to change sexual orientation or mental health services
2828 18 that facilitate a person's coping, social support, and gender
2929 19 identity exploration and development, including sexual
3030 20 orientation neutral interventions to prevent or address
3131 21 unlawful conduct or unsafe sexual practices, without seeking
3232 22 to change sexual orientation.
