311 1 AN ACT concerning State government.
412 2 Be it enacted by the People of the State of Illinois,
513 3 represented in the General Assembly:
614 4 Section 5. The Department of Commerce and Economic
715 5 Opportunity Law of the Civil Administrative Code of Illinois
8-6 is amended by changing Section 605-1032 as follows:
9-7 (20 ILCS 605/605-1032)
10-8 Sec. 605-1032. Office of Economic Equity and Empowerment.
11-9 (a) As used in this Section:
12-10 "Eligible not-for-profit corporation" means a
13-11 not-for-profit corporation, as defined in Section 101.80 of
14-12 the General Not For Profit Corporation Act of 1986, that
15-13 primarily serves minorities, women, veterans, or persons with
16-14 a disability.
17-15 "Employment social enterprise" means a nonprofit or
18-16 for-profit organization that:
19-17 (1) demonstrates a mission to provide employment and
20-18 social supports with on-the-job and life skills training
21-19 to individuals with a barrier to employment; and
22-20 (2) provides services or produces or assembles goods,
23-21 or a combination of both.
24-22 "Office" means the Office of Economic Equity and
25-23 Empowerment.
16+6 is amended by changing Section 605-55 as follows:

18+8 Sec. 605-55. Contracts and other acts to accomplish
19+9 Department's duties. To make and enter into contracts,
20+10 including, but not limited to, making grants and loans to
21+11 units of local government, private agencies as defined in the
22+12 Illinois State Auditing Act, non-profit corporations,
23+13 educational institutions, employment social enterprises, and
24+14 for-profit businesses as authorized pursuant to appropriations
25+15 by the General Assembly from the Build Illinois Bond Fund, the
26+16 Rebuild Illinois Projects Fund, the Fund for Illinois' Future,
27+17 the Capital Development Fund, and the General Revenue Fund,
28+18 and generally to do all things that, in its judgment, may be
29+19 necessary, proper, and expedient in accomplishing its duties.
30+20 For the purposes of this Section, "employment social
31+21 enterprise" means a non-profit or for-profit entity that
32+22 provides services or produces or assembles goods and
33+23 demonstrates a mission to provide employment and social

34-1 (b) The Office of Economic Equity and Empowerment is
35-2 hereby created within the Department. The Office shall assist
36-3 minority-owned businesses, women-owned businesses,
37-4 veteran-owned businesses, businesses owned by persons with
38-5 disabilities, employment social enterprises, eligible
39-6 not-for-profit corporations, and other underserved communities
40-7 and constituencies through targeted programs, resources, and
41-8 outreach and promotional activities. The Office may engage in
42-9 or conduct the following activities:
43-10 (1) promoting and conducting outreach efforts to
44-11 ensure access to State and federal funding opportunities,
45-12 and assisting minority-owned businesses, women-owned
46-13 businesses, veteran-owned businesses, businesses owned by
47-14 persons with disabilities, employment social enterprises,
48-15 eligible not-for-profit corporations, and other
49-16 underserved communities and constituencies in applying for
50-17 and receiving loan funds in the State;
51-18 (2) providing and hosting workshops and public forums
52-19 and engaging in outreach efforts for minority-owned
53-20 businesses, women-owned businesses, veteran-owned
54-21 businesses, businesses owned by persons with disabilities,
55-22 employment social enterprises, and other underserved
56-23 communities and constituencies to encourage participation
57-24 in programs under the Business Enterprise for Minorities,
58-25 Women, and Persons with Disabilities Act, and assisting
59-26 those businesses in becoming designated under that Act and

83-14 women-owned businesses, veteran-owned businesses,
84-15 businesses owned by persons with disabilities, employment
85-16 social enterprises, eligible not-for-profit corporations,
86-17 and other underserved communities and constituencies with
87-18 understanding concepts including, but not limited to,
88-19 business formation and not-for-profit incorporation,
89-20 business planning, capital access, and marketing a
90-21 business or not-for-profit corporation;
91-22 (5) administering programs established by the
92-23 Department or the General Assembly to provide grants to
93-24 minority-owned businesses, woman-owned businesses,
94-25 veteran-owned businesses, businesses owned by persons with
95-26 disabilities, employment social enterprises, eligible

108-3 (6) coordinating assistance for minority-owned
109-4 businesses, woman-owned businesses, veteran-owned
110-5 businesses, businesses owned by persons with disabilities,
111-6 employment social enterprises, eligible not-for-profit
112-7 corporations, and other underserved communities and
113-8 constituencies with other State agencies;
114-9 (7) providing staff, administration, and related
115-10 support required to administer this Section; and
116-11 (8) establishing applications, notifications,
117-12 contracts, and other forms and procedures, and adopting
118-13 rules deemed necessary and appropriate.
119-14 (c) The Office may use vendors or enter into contracts to
120-15 carry out the purposes of this Section, including, but not
121-16 limited to, engaging employment social enterprises as service
122-17 providers for workforce development, business training, and
123-18 economic empowerment programs.
