1414 1 AN ACT concerning State government.
1515 2 Be it enacted by the People of the State of Illinois,
1616 3 represented in the General Assembly:
1717 4 Section 5. The Department of Transportation Law of the
1818 5 Civil Administrative Code of Illinois is amended by adding
1919 6 Section 2705-618 as follows:

2121 8 Sec. 2705-618. Charging at rest stops.
2222 9 (a) The Department shall install level II electric vehicle
2323 10 charging stations at each rest stop along each interstate
2424 11 highway in this State. The Department shall adopt rules to
2525 12 implement this subsection and for the purpose of limiting
2626 13 charging to a maximum of 2 hours consecutively per person, as
2727 14 verified by a driver's license or other State issued ID.
2828 15 (b) Subject to approval by the United States Secretary of
2929 16 Transportation, the Department may install direct current
3030 17 fast-charging stations at each rest stop along each interstate
3131 18 highway in this State, which charge an electric vehicle
3232 19 charging fee in an amount no greater than what is necessary to
3333 20 offset the cost to the State in constructing and maintaining
3434 21 the charging infrastructure and procuring electricity. The
3535 22 Department shall adopt rules to implement this subsection.

8282 7 Station Fund is created as a special fund in the State
8383 8 treasury. All money in the EV Charging Station Fund fund shall
8484 9 be used by the Department of Transportation, subject to
8585 10 appropriation, for expenses directly related to the
8686 11 installation, maintenance, procuring electricity, and other
8787 12 costs associated with electric vehicle charging stations at
8888 13 highway rest stops.

9393 18 (a) The owner of a motor vehicle of the first division or a
9494 19 motor vehicle of the second division weighing 8,000 pounds or

9696 21 fuel may register such vehicle for a registration fee equal to

108108 1 first division, other than Autocycles, Motorcycles, Motor
109109 2 Driven Cycles, and Pedalcycles. In addition to the
110110 3 registration fees, the Secretary shall assess an additional
111111 4 $150 $100 per year in lieu of the payment of motor fuel taxes.
112112 5 $1 of the additional fees shall be deposited into the
113113 6 Secretary of State Special Services Fund, $50 of the
114114 7 additional fees shall be deposited into the EV Charging
115115 8 Station Fund, and the remainder of the additional fees shall
116116 9 be deposited into the Road Fund.
117117 10 (b) Beginning with the 2023 registration year, upon the
118118 11 request of the vehicle owner, an electric vehicle owner may
119119 12 register an electric vehicle with any qualifying registration
120120 13 issued under this Chapter, and an additional $100 surcharge
121121 14 shall be collected in addition to the applicable registration
122122 15 fee. The $100 additional fee is to identify the vehicle as an
123123 16 electric vehicle. The $100 additional fee is an annual, flat
124124 17 fee that shall be based on an applicant's new or existing
125125 18 registration year for the vehicle's corresponding weight
126126 19 category. A designation as an electric vehicle under this
127127 20 subsection shall not alter a vehicle's registration. Of the
128128 21 additional fees, $1 shall be deposited into the Secretary of
129129 22 State Special Services Fund, $50 of the additional fees shall
130130 23 be deposited into the EV Charging Station Fund, and the
131131 24 remainder of the additional fees shall be deposited into the
132132 25 Road Fund. The Secretary shall adopt any rules necessary to
133133 26 implement this subsection (b).
