311 1 AN ACT concerning local government.
412 2 Be it enacted by the People of the State of Illinois,
513 3 represented in the General Assembly:
614 4 Section 5. The Township Code is amended by changing
715 5 Section 30-160 as follows:

917 7 Sec. 30-160. Police protection by municipality or county;
1018 8 county of 1,000,000 or more; special taxing district.
1119 9 (a) In counties having a population of 1,000,000 or more,
1220 10 the electors may authorize the township board to contract with
1321 11 one or more municipalities in the township or with the county
1422 12 within which the township is located to furnish, using the
1523 13 funds levied under subsection (b), police protection in the
1624 14 unincorporated area of the township.
1725 15 (b) In order to provide and maintain police protection in
1826 16 the unincorporated area of the township, the The township
1927 17 board may declare the unincorporated area of the township a
2028 18 special police district for tax purposes. Proof of the
2129 19 declaration authorizes the county clerk to extend a tax upon
2230 20 the special police district in the amount specified in the
2331 21 annual township tax levy, but not to exceed a rate of .10% of
2432 22 the value of taxable property as equalized or assessed by the
2533 23 Department of Revenue.

34-1 (c) A township board may also use the special police
35-2 district funds levied under subsection (b) to provide for
36-3 public safety in unincorporated areas of the township in the
37-4 manner prescribed by Section 85-13. The funds levied under
38-5 subsection (b) may not be used to pay for (i) any portion of a
39-6 school resource officer's wages or to facilitate any agreement
40-7 with any law enforcement agency to hire a school resource
41-8 officer or (ii) any portion of a red light camera, speed
42-9 camera, or automated license plate reader.
43-10 As used in this subsection:
44-11 "Public safety" includes, but is not limited to, crime
45-12 prevention measures and community safety measures, such as:
46-13 (i) public information campaigns or programs; (ii) traffic
47-14 safety measures, traffic control measures, and signage or
48-15 notices related to those measures; (iii) anti-gang and
49-16 anti-violence community support and intervention programs; and
50-17 (iv) graffiti abatement.
51-18 "School resource officer" has the meaning given in Section
52-19 10-20.68 of the School Code.

54-21 Section 99. Effective date. This Act takes effect upon
55-22 becoming law.
