1  AN ACT concerning appropriations.
2  Be it enacted by the People of the State of Illinois,
3  represented in the General Assembly:
4  ARTICLE 1
5  Section 1. The following named amounts, or so much thereof
6  as may be necessary, respectively, are appropriated for the
7  ordinary and contingent expenses of the Office of the State
8  Fire Marshal, as follows:

23  as amended, is reappropriated from the Fire Prevention Fund to
24  the Office of the State Fire Marshal for Electronic Data
25  Processing.

1  Section 10. The sum of $100,000, or so much thereof as may
2  be necessary, is appropriated from the Fire Prevention Fund to
3  the Office of the State Fire Marshal for costs and expenses
4  related to or in support of the Fire Explorer and Cadet School.
5  Section 15. The sum of $6,000,000, or so much thereof as
6  may be necessary, is appropriated from the Fire Prevention
7  Fund to the Office of the State Fire Marshal for grants for the
8  Small Equipment Grant Program.
9  Section 20. The sum of $1,000,000, or so much thereof as
10  may be necessary, is appropriated from the Fire Prevention
11  Fund to the Office of the State Fire Marshal for all costs
12  associated with the Minimum Basic Firefighter Training
13  Program.
14  Section 25. The sum of $75,000, or so much thereof as may
15  be necessary, is appropriated from the Fire Prevention Fund to
16  the Office of the State Fire Marshal for all costs associated
17  with the Illinois Firefighter Peer Support Program.
18  Section 30. The sum of $70,000, or so much thereof as may
19  be necessary, is appropriated from the Fire Prevention Fund to
20  the Office of the State Fire Marshal for all costs associated
21  with the Community Risk Reduction Program.

1  Section 35. The sum of $380,000, or so much thereof as may
2  be necessary, is appropriated from the Fire Prevention Fund to
3  the Office of the State Fire Marshal for all costs associated
4  with the Firefighter Online Training Management System.
5  Section 40. The sum of $2,202,904, or so much thereof as
6  may be necessary and remains unexpended at the close of
7  business on June 30, 2025, from a reappropriation heretofore
8  made for such purpose in Article 115, Section 40 of Public Act
9  103-0589, as amended, is reappropriated from the Fire
10  Prevention Fund to the Office of the State Fire Marshal for all
11  costs associated with the renovation and rehabilitation of the
12  Fire Museum Building located on the State Fairgrounds in
13  Springfield.
14  Section 45. The sum of $75,000, or so much thereof as may
15  be necessary, is appropriated from the Illinois Fire Fighters'
16  Memorial Fund to the Office of the State Fire Marshal for
17  expenses related to the Maintenance and Rehabilitation of the
18  Fire Museum Building and Museum Artifacts.
19  Section 50. The sum of $300,000, or so much thereof as may
20  be necessary, is appropriated from the Illinois Fire Fighters'
21  Memorial Fund to the Office of the State Fire Marshal for all
22  costs associated with the Medal of Honor Ceremony,

1  Scholarships, and Firefighter Memorial Maintenance.
2  Section 55. The following named amounts, or so much
3  thereof as may be necessary, respectively, are appropriated to
4  the Office of the State Fire Marshal as follows:
5  Payable from the Fire Prevention Fund:
6  For Expenses of Senior Officer Training..............55,000
7  For Expenses of the Cornerstone Program.............500,000
8  For Expenses related to Fire Fighter training
9  Programs...........................................250,000
10  For Expenses of Online Firefighter
11  Certification Testing..............................590,000
12  For Expenses of the Leadership Development and
13  Decision Making Program...........................160,000
14  Payable from the Fire Prevention Division Fund:
15  For Expenses of the U.S. Resource

2  For payment to local governmental agencies or individuals
3  that participate in the State Training

6  Section 65. The sum of $500, or so much thereof as may be
7  necessary, is appropriated from the Fire Prevention Fund to
8  the Office of the State Fire Marshal for grants available for
9  the development of new fire districts.
10  Section 70. The sum of $1,200,000, or so much thereof as
11  may be necessary, is appropriated from the Fire Prevention
12  Fund to the Office of the State Fire Marshal for grants
13  available for costs and services related to ILEAS/MABAS
14  administration.
15  Section 75. The sum of $10,000, or so much thereof as may
16  be necessary, is appropriated from the Fire Prevention Fund to
17  the Office of the State Fire Marshal for a grant to the
18  Hazardous Materials Emergency Response Reimbursement.
19  Section 80. The sum of $550,000, or so much thereof as may
20  be necessary, is appropriated from the Underground Storage
21  Tank Fund to the Office of the State Fire Marshal for a grant
22  to the City of Chicago for administrative costs incurred as a

1  result of the State's Underground Storage Tank Program.
2  Section 85. The sum of $500,000, or so much thereof as may
3  be necessary, is appropriated from the Fire Prevention Fund to
4  the Office of the State Fire Marshal for a grant to the
5  Illinois Fire Service Institute for costs associated with
6  cancer screenings and exposure testing of Illinois
7  firefighters.
8  Section 90. The sum of $250,000, or so much thereof as may
9  be necessary, is appropriated from the Fire Prevention Fund to
10  the Office of the State Fire Marshal for a grant to the
11  Illinois Fire Service Institute for research activities.
12  Section 95. The sum of $5,000,000, or so much thereof as
13  may be necessary and remains unexpended at the close of
14  business on June 30, 2025, from an appropriation heretofore
15  made for such purpose in Article 115, Section 95 of Public Act
16  103-0589, as amended, is reappropriated from the Fire
17  Prevention Fund to the Office of the State Fire Marshal for the
18  Fire Station Rehabilitation and Construction Grant Program.
19  Section 100. The sum of $50,000, or so much thereof as may
20  be necessary, is appropriated from the Fire Prevention Fund to
21  the Office of the State Fire Marshal for all costs associated
22  with Diversity, Equity, Inclusion, and Accessibility outreach
