8	8	1 AN ACT concerning appropriations.
9	9	2 Be it enacted by the People of the State of Illinois,
10	10	3 represented in the General Assembly:
11	11	4 Section 5. The sum of $90,000,000, or so much thereof as
12	12	5 may be necessary, is appropriated from the General Revenue
13	13	6 Fund to the Office of the Attorney General to meet its
14	14	7 operational expenses for the fiscal year ending June 30, 2026.
15	15	8 Section 10. The sum of $11,000,000, or so much thereof as
16	16	9 may be necessary, is appropriated from the General Revenue
17	17	10 Fund to the Office of the Attorney General for payment of
18	18	11 awards and grants under the Violent Crime Victims Assistance
19	19	12 Act.
20	20	13 Section 15. The sum of $5,000,000, or so much thereof as
21	21	14 may be necessary, is appropriated from the General Revenue
22	22	15 Fund to the Office of the Attorney General for disbursement to
23	23	16 the Illinois Equal Justice Foundation for use as provided in
24	24	17 the Illinois Equal Justice Act.
25	25	18 Section 20. The sum of $2,500,000, or so much thereof as
26	26	19 may be necessary, is appropriated from the General Revenue
27	27	20 Fund to the Office of the Attorney General for ordinary and
28	28	21 contingent expenses and operational programs of the Medicaid

51	51	2 Section 25. The sum of $5,000,000, or so much thereof as
52	52	3 may be necessary, is appropriated from the General Revenue
53	53	4 Fund to the Office of the Attorney General for grants for
54	54	5 organized retail crime enforcement.
55	55	6 Section 30. The sum of $6,850,000, or so much thereof as
56	56	7 may be necessary, is appropriated from the General Revenue
57	57	8 fund to the Office of the Attorney General for ordinary and
58	58	9 contingent expenses and operational programs of the Child
59	59	10 Support Enforcement Division.
60	60	11 Section 35. The sum of $1,200,000, or so much thereof as
61	61	12 may be necessary, is appropriated from the Access to Justice
62	62	13 Fund to the Office of the Attorney General for disbursement to
63	63	14 the Illinois Equal Justice Foundation pursuant to the Access
64	64	15 to Justice Act.
65	65	16 Section 40. The sum of $1,150,000, or so much thereof as is
66	66	17 available for use by the Attorney General, is appropriated to
67	67	18 the Attorney General from the Illinois Gaming Law Enforcement
68	68	19 Fund for State law enforcement purposes.
69	69	20 Section 45. The sum of $350,000, or so much thereof as may
70	70	21 be necessary, is appropriated to the Office of the Attorney

81	81	1 General from the Domestic Violence Fund pursuant to Public Act
82	82	2 95-711 for grants to public or private nonprofit agencies for
83	83	3 the purposes of facilitating or providing free domestic
84	84	4 violence legal advocacy, assistance, or services to victims of
85	85	5 domestic violence who are married or formerly married or
86	86	6 parties or former parties to a civil union related to order of
87	87	7 protection proceedings, or other proceedings for civil
88	88	8 remedies for domestic violence.
89	89	9 Section 50. The sum of $3,750,000, or so much thereof as
90	90	10 may be necessary, is appropriated from the Attorney General
91	91	11 Tobacco Fund to the Office of the Attorney General for the
92	92	12 oversight, enforcement, and implementation of the Master
93	93	13 Settlement Agreement entered in the case of People of the
94	94	14 State of Illinois v. Philip Morris, et al (Circuit Court of
95	95	15 Cook County, No. 96L13146), for the administration and
96	96	16 enforcement of the Tobacco Product Manufacturers' Escrow Act,
97	97	17 for the handling of tobacco-related litigation, and for other
98	98	18 law enforcement activities of the Attorney General.
99	99	19 Section 55. The sum of $13,000,000, or so much thereof as
100	100	20 may be necessary, is appropriated from the Attorney General
101	101	21 Court Ordered and Voluntary Compliance Payment Projects Fund
102	102	22 to the Office of the Attorney General for use, subject to
103	103	23 pertinent court order or agreement, in the performance of any
104	104	24 function pertaining to the exercise of the duties of the

117	117	3 Section 60. The sum of $3,000,000, or so much thereof as
118	118	4 may be necessary, is appropriated from the Illinois Charity
119	119	5 Bureau Fund to the Office of the Attorney General to enforce
120	120	6 the provisions of the Solicitation for Charity Act and to
121	121	7 gather and disseminate information about charitable trustees
122	122	8 and organizations to the public.
123	123	9 Section 65. The sum of $6,000,000, or so much thereof as
124	124	10 may be necessary, is appropriated from the Attorney General
125	125	11 Whistleblower Reward and Protection Fund to the Office of the
126	126	12 Attorney General for ordinary and contingent expenses,
127	127	13 including State law enforcement purposes.
128	128	14 Section 70. The sum of $23,000,000, or so much thereof as
129	129	15 may be necessary, is appropriated from the Attorney General's
130	130	16 State Projects and Court Ordered Distribution Fund to the
131	131	17 Attorney General for payment of interagency agreements, for
132	132	18 court-ordered distributions to third parties, and subject to
133	133	19 pertinent court order, for performance of any function
134	134	20 pertaining to the exercise of the duties of the Attorney
135	135	21 General, including State law enforcement and public education.

157	157	11 be necessary, is appropriated from the Violent Crime Victims
158	158	12 Assistance Fund to the Office of the Attorney General for
159	159	13 grants to public or private nonprofit agencies for the
160	160	14 purposes of facilitating or providing free domestic violence
161	161	15 legal advocacy, assistance, or services to victims of domestic
162	162	16 violence who are married or formerly married, or who are
163	163	17 parties or former parties to a civil union, related to an order
164	164	18 of protection proceeding or other proceeding for civil
165	165	19 remedies for domestic violence.
166	166	20 Section 90. The sum of $215,000, or so much thereof as may
167	167	21 be necessary, is appropriated from the Attorney General Sex
168	168	22 Offender Awareness, Training, and Education Fund to the Office
169	169	23 of the Attorney General to administer the I-SORT program and

180	180	1 to alert and educate the public, victims, and witnesses of
181	181	2 their rights under various victim notification laws, and for
182	182	3 training law enforcement agencies, State's Attorneys, and
183	183	4 medical providers regarding their legal duties concerning the
184	184	5 prosecution and investigation of sex offenses.
185	185	6 Section 100. The sum of $11,000,000, or so much thereof as
186	186	7 may be necessary, is appropriated from the Attorney General
187	187	8 Federal Grant Fund to the Office of the Attorney General for
188	188	9 funding for federal grants.
189	189	10 Section 999. Effective date. This Act takes effect July 1,
190	190	11 2025.
