88 1 AN ACT concerning appropriations.
99 2 Be it enacted by the People of the State of Illinois,
1010 3 represented in the General Assembly:
1111 4 Section 5. The sum of $90,000,000, or so much thereof as
1212 5 may be necessary, is appropriated from the General Revenue
1313 6 Fund to the Office of the Attorney General to meet its
1414 7 operational expenses for the fiscal year ending June 30, 2026.
1515 8 Section 10. The sum of $11,000,000, or so much thereof as
1616 9 may be necessary, is appropriated from the General Revenue
1717 10 Fund to the Office of the Attorney General for payment of
1818 11 awards and grants under the Violent Crime Victims Assistance
1919 12 Act.
2020 13 Section 15. The sum of $5,000,000, or so much thereof as
2121 14 may be necessary, is appropriated from the General Revenue
2222 15 Fund to the Office of the Attorney General for disbursement to
2323 16 the Illinois Equal Justice Foundation for use as provided in
2424 17 the Illinois Equal Justice Act.
2525 18 Section 20. The sum of $2,500,000, or so much thereof as
2626 19 may be necessary, is appropriated from the General Revenue

5151 2 Section 25. The sum of $5,000,000, or so much thereof as

5555 6 Section 30. The sum of $6,850,000, or so much thereof as

5858 9 contingent expenses and operational programs of the Child
5959 10 Support Enforcement Division.
6060 11 Section 35. The sum of $1,200,000, or so much thereof as
6161 12 may be necessary, is appropriated from the Access to Justice
6262 13 Fund to the Office of the Attorney General for disbursement to
6363 14 the Illinois Equal Justice Foundation pursuant to the Access
6464 15 to Justice Act.
6565 16 Section 40. The sum of $1,150,000, or so much thereof as is
6666 17 available for use by the Attorney General, is appropriated to
6767 18 the Attorney General from the Illinois Gaming Law Enforcement
6868 19 Fund for State law enforcement purposes.
6969 20 Section 45. The sum of $350,000, or so much thereof as may

8181 1 General from the Domestic Violence Fund pursuant to Public Act
8282 2 95-711 for grants to public or private nonprofit agencies for
8383 3 the purposes of facilitating or providing free domestic
8484 4 violence legal advocacy, assistance, or services to victims of
8585 5 domestic violence who are married or formerly married or
8686 6 parties or former parties to a civil union related to order of
8787 7 protection proceedings, or other proceedings for civil
8888 8 remedies for domestic violence.
8989 9 Section 50. The sum of $3,750,000, or so much thereof as
9090 10 may be necessary, is appropriated from the Attorney General
9191 11 Tobacco Fund to the Office of the Attorney General for the
9292 12 oversight, enforcement, and implementation of the Master
9393 13 Settlement Agreement entered in the case of People of the
9494 14 State of Illinois v. Philip Morris, et al (Circuit Court of
9595 15 Cook County, No. 96L13146), for the administration and
9696 16 enforcement of the Tobacco Product Manufacturers' Escrow Act,
9797 17 for the handling of tobacco-related litigation, and for other
9898 18 law enforcement activities of the Attorney General.
9999 19 Section 55. The sum of $13,000,000, or so much thereof as
100100 20 may be necessary, is appropriated from the Attorney General
101101 21 Court Ordered and Voluntary Compliance Payment Projects Fund
102102 22 to the Office of the Attorney General for use, subject to
103103 23 pertinent court order or agreement, in the performance of any

117117 3 Section 60. The sum of $3,000,000, or so much thereof as
118118 4 may be necessary, is appropriated from the Illinois Charity
119119 5 Bureau Fund to the Office of the Attorney General to enforce
120120 6 the provisions of the Solicitation for Charity Act and to
121121 7 gather and disseminate information about charitable trustees
122122 8 and organizations to the public.
123123 9 Section 65. The sum of $6,000,000, or so much thereof as
124124 10 may be necessary, is appropriated from the Attorney General
125125 11 Whistleblower Reward and Protection Fund to the Office of the
126126 12 Attorney General for ordinary and contingent expenses,
127127 13 including State law enforcement purposes.
128128 14 Section 70. The sum of $23,000,000, or so much thereof as
129129 15 may be necessary, is appropriated from the Attorney General's
130130 16 State Projects and Court Ordered Distribution Fund to the
131131 17 Attorney General for payment of interagency agreements, for
132132 18 court-ordered distributions to third parties, and subject to
133133 19 pertinent court order, for performance of any function
134134 20 pertaining to the exercise of the duties of the Attorney
135135 21 General, including State law enforcement and public education.

181181 2 their rights under various victim notification laws, and for
182182 3 training law enforcement agencies, State's Attorneys, and
183183 4 medical providers regarding their legal duties concerning the
184184 5 prosecution and investigation of sex offenses.
185185 6 Section 100. The sum of $11,000,000, or so much thereof as
186186 7 may be necessary, is appropriated from the Attorney General
187187 8 Federal Grant Fund to the Office of the Attorney General for
188188 9 funding for federal grants.
189189 10 Section 999. Effective date. This Act takes effect July 1,
190190 11 2025.
