17	17	4 HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
18	18	5 SENATE CONCURRING HEREIN, that there shall be submitted to the
19	19	6 electors of the State for adoption or rejection at the general
20	20	7 election next occurring at least 6 months after the adoption
21	21	8 of this resolution a proposition to amend Article V of the
22	22	9 Illinois Constitution by changing Sections 1, 3, 7, and 18 and
23	23	10 by repealing Section 17 as follows:

28	28	15 The Executive Branch shall include a Governor, Lieutenant

31	31	18 keep the public records and maintain a residence at the seat of
32	32	19 government during their terms of office.

71	71	1 To be eligible to hold the office of Governor, Lieutenant
72	72	2 Governor, Attorney General, Secretary of State, Comptroller or
73	73	3 Treasurer, a person must be a United States citizen, at least
74	74	4 25 years old, and a resident of this State for the three years
75	75	5 preceding his or her election.

78	78	8 SECTION 7. VACANCIES IN OTHER ELECTIVE OFFICES
79	79	9 If the Attorney General, Secretary of State, Comptroller
80	80	10 or Treasurer fails to qualify or if the his office becomes
81	81	11 vacant, the Governor shall fill the office by appointment. The
82	82	12 appointee shall hold office until the elected officer
83	83	13 qualifies or until a successor is elected and qualified as may
84	84	14 be provided by law and shall not be subject to removal by the
85	85	15 Governor. If the Lieutenant Governor fails to qualify or if
86	86	16 the his office becomes vacant, it shall remain vacant until
87	87	17 the end of the term.
