14	14	5 SENATE CONCURRING HEREIN, that there shall be submitted to the
15	15	6 electors of the State for adoption or rejection at the general
16	16	7 election next occurring at least 6 months after the adoption
17	17	8 of this resolution a proposition to amend Article IV of the
18	18	9 Illinois Constitution by changing Sections 11 as follows:

22	22	13 SECTION 11. COMPENSATION AND ALLOWANCES
23	23	14 The annual base salary of a member shall be the same as the
24	24	15 annual median household income in this State in the first year
25	25	16 of a General Assembly as reported by the United States Bureau
26	26	17 of the Census. A member shall receive a salary and allowances
27	27	18 as provided by law, but changes in the allowances salary of a
28	28	19 member shall not take effect during the term for which he has
29	29	20 been elected. The General Assembly shall pass no law that
30	30	21 increases the base salary of a member of the General Assembly.
