1414 5 SENATE CONCURRING HEREIN, that there shall be submitted to the
1515 6 electors of the State for adoption or rejection at the general
1616 7 election next occurring at least 6 months after the adoption
1717 8 of this resolution a proposition to amend Article IV of the
1818 9 Illinois Constitution by changing Section 3 as follows:

2222 13 SECTION 3. LEGISLATIVE REDISTRICTING
2323 14 (a) Legislative Districts and Representative Districts
2424 15 shall be compact and , contiguous. For the purposes of this
2525 16 Section, "compact" means having the minimum distance between
2626 17 all parts of a district, such as a circle, square, or hexagon.
2727 18 For the purposes of this Section, "contiguous" means that all
2828 19 parts of a district are connected at some point with the rest
2929 20 of the district and substantially equal in population.
3030 21 Representative Districts shall be compact, contiguous, and

6161 1 preserve the political subdivisions of this State. The
6262 2 boundaries of a Legislative District or Representative
6363 3 District shall not cross the boundaries of a county, village,

6565 5 Legislative Districts and Representative Districts shall
6666 6 preserve communities of common interest in this State. The
6767 7 boundaries of a Legislative District or Representative
6868 8 District shall not separate neighborhoods or other areas where
6969 9 the residents of that area have common interests that do not
7070 10 necessarily coincide with the boundaries of a political

7272 12 (b) In the year following each Federal decennial census
7373 13 year, an Apportionment Commission the General Assembly by law
7474 14 shall redistrict the Legislative Districts and the
7575 15 Representative Districts.
7676 16 The Apportionment If no redistricting plan becomes
7777 17 effective by June 30 of that year, a Legislative Redistricting
7878 18 Commission shall be constituted not later than July 10. The
7979 19 Commission shall consist of one member from each county in
8080 20 this State, appointed by a majority vote of the respective
8181 21 county boards eight members, no more than four of whom shall be
8282 22 members of the same political party.
8383 23 The Speaker and Minority Leader of the House of
8484 24 Representatives shall each appoint to the Commission one
8585 25 Representative and one person who is not a member of the

9797 1 Senate shall each appoint to the Commission one Senator and
9898 2 one person who is not a member of the General Assembly.
9999 3 The members of the Commission shall be certified to the
100100 4 Secretary of State by the appointing authorities. A vacancy on
101101 5 the Commission shall be filled within five days by the
102102 6 authority that made the original appointment. A Chairman and
103103 7 Vice Chairman shall be chosen by a majority of all members of
104104 8 the Commission.
105105 9 Not later than August 10, the Commission shall file with
106106 10 the Secretary of State a redistricting plan approved by a
107107 11 majority of its at least five members.
108108 12 If the Commission fails to file an approved redistricting
109109 13 plan, the Supreme Court shall submit the names of two persons,
110110 14 not of the same political party, to the Secretary of State not
111111 15 later than September 1.
112112 16 Not later than September 5, the Secretary of State
113113 17 publicly shall draw by random selection the name of one of the
114114 18 two persons to serve as a the ninth member of the Commission.
115115 19 Not later than October 5, the Commission shall file with
116116 20 the Secretary of State a redistricting plan approved by at
117117 21 least five members.
118118 22 An approved redistricting plan filed with the Secretary of
119119 23 State shall be presumed valid, shall have the force and effect
120120 24 of law and shall be published promptly by the Secretary of
121121 25 State.
122122 26 The Supreme Court shall have original and exclusive

133133 1 jurisdiction over actions concerning redistricting the House
134134 2 and Senate, which shall be initiated in the name of the People
135135 3 of the State by the Attorney General.
136136 4 (c) No public body that determines the borders of
137137 5 Legislative Districts, Representative Districts, or voting
138138 6 districts of any other unit of local government shall preserve
139139 7 the political subdivisions of this State.
140140 8 No public body that determines the borders of Legislative
141141 9 Districts, Representative Districts, or voting districts of
142142 10 any other unit of local government shall use partisan data or
143143 11 rely on recommendations derived in any part from partisan data
144144 12 or use election results, voting history political party
145145 13 registration, or any other socioeconomic data.
146146 14 No public body that determines the borders of Legislative
147147 15 Districts, Representative Districts, or voting districts of
148148 16 any other unit of local government shall consider the places
149149 17 of residence of incumbent office holders or candidates for
150150 18 public office or favor or disfavor an incumbent office holder,
151151 19 candidate for public office, or political party, except that
152152 20 the boundaries of a voting district shall avoid placing
153153 21 multiple incumbent office holders in the same voting district.
154154 22 To the extent practicable, a public body that determines
155155 23 the borders of Legislative Districts, Representative
156156 24 Districts, or voting districts of any other unit of local
157157 25 government shall favor competitive voting districts and avoid
158158 26 the creation of voting districts that favor a particular
